THE POSITION
The City of Santa Barbara Public Works Department is seeking a Public Works Inspector I/II. This position performs technical building inspection work in enforcing compliance with building codes, regulations and ordinances; and to work with developers, superintendents, and contractors to maintain code requirements and resolve problems relating to code compliance.
Distinguishing Characteristics
Public Works Inspector I
Salary: $67,578.68 - $82,142.58 Annually
This is the entry-level class in the Public Works Inspector series. This class is distinguished from the Public Works Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including performing less complex inspection activities. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.
Public Works Inspector II
Salary: $76,553.10 - $93,050.36 Annually
This is the full journey level class within the Public Works Inspector series. Employees within this class are distinguished from the Public Works Inspector I by the performance of the full range of duties as assigned including performing more complex inspection and reporting activities. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience.

EMPLOYMENT STANDARDS

Knowledge of :
  • Basic principles and practices of construction.
  • Basic principles of structural design and engineering mathematics.
Ability to :
  • Learn the codes and ordinances enforced by the City related to public works construction.
  • Learn the principles and techniques of construction inspection and plans examining work.
  • Learn to interpret and apply pertinent Federal, State and local laws, codes and regulations.
  • Read and interpret construction plans, specifications and codes.
  • Determine if construction systems conform to City code requirements.
  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations.
  • Make mathematical computations rapidly and accurately.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Public Works Inspector II (in addition to the above):
  • Knowledge of: methods and techniques of construction inspection; codes and ordinances enforced by the City related to public works construction; principles and techniques of construction inspection and plans examining work.
  • Ability to: independently perform journey level construction inspection activities; interpret, explain, and enforce Department policies and procedures; interpret and apply pertinent Federal, State and local laws, codes and regulations; enforce necessary regulations with firmness and tact; work independently in the absence of supervision

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
EXPERIENCE:
Public Works Inspector I: Some construction inspection and plans examining experience is desirable including proficiency in one or more of the construction building trades.
Public Works Inspector II: Two (2) years of responsible construction inspection and plans examining experience.
EDUCATION AND/OR TRAINING:
Equivalent to the completion of the twelfth grade supplemented by advanced, specialized training in the building and construction trades.
LICENSE, CERTIFICATE AND/OR OTHER REQUIREMENTS:
Possession of, or ability to obtain, an appropriate, valid driver's license.
