The Idaho Transportation Department is hiring a Project Coordinator. This position annually receives, reviews, processes, and manages District 4 permits (i.e. utility, special events, encroachments, and single-family / large-scale development approaches). The position will monitor and manage permit processing timelines; recommend innovative strategies to ensure a safe and efficient transportation environment on the state highway system; identify and work in close coordination with applicable local cities/counties/partnering agencies to address access management concerns; and provide consultation and assistance to ITD’s Maintenance Foreman on permit oversight after the permit is approved. This position requires research of past permit applications, property deeds, right-of-way access control, and federal/state/ITD requirements and is responsible for ensuring application details complement future projects and developments. This position may be asked to participate in legal hearings as a technical subject matter expert on traffic engineering and access management. This position continuously responds to public inquiries for access and utility installations, safety concerns, and information regarding lane restrictions due to permitted work with the state right-of-way.

Example of Duties

  • Receive, review, process, and manage utility, single-family, and large-scale development access, other encroachments, and special event permits;
  • Develop and provide training to various stakeholders;
  • Respond to public inquiry requests and safety concerns;
  • Provide coordination between developer/agency stakeholders and ITD Traffic Engineer by scheduling and participating in the pre-application encroachment scoping meetings to review IDAPA regulations, discuss potential design conflicts, and recommend innovative access solutions;
  • Provide coordination between developer/agency stakeholders and ITD Traffic Engineer by scheduling and participating in discussions and negotiations for required roadway improvements on contentious or large-scale development encroachment permits;
  • Participate with ITD Traffic Engineer to represent ITD interests during discussions with cities, counties, and local agencies regarding access management;
  • Review and approve contractor construction schedules if permit extension requests are justified;
  • Review civil engineered drawings for roadway improvements / temporary traffic control plans and provide permittee comments regarding needed revisions to meet ITD Standards and Specifications and Manual on Uniform Traffic Control Devices (MUTCD) standards;
  • Engage with internal and external customers to develop meaningful and working relationships (phone, email, in-person meetings).
  • Immediate approval on emergency repairs permits;
  • Actively monitor safety and mobility on the state highway system and make recommendations to adjust access points, signage, pavement markings, pavement width, and signalization with respect to encroachment permits:
  • Permit and encroachment management.

Minimum Qualifications

Experience:

  • Planning and implementing projects;
  • Developing, promoting, and gaining project support;
  • Interpreting and explaining specialized or complex material into information usable by the public.
Desired Qualifications
Training in or a good understanding of:
  • Plans and specifications;
  • Customer service;
  • Temporary traffic control;
  • Technical writing.
Valid Driver's License
