The Human Resources Department of the City of Concord is currently seeking to fill one Human Resources Technician I/II.

The Human Resources Technician I and Human Resources Technician II classifications are part of a Flexibly Staffed Classification Series. Initial placement in either of the two classifications will be dependent upon qualifications.

Human Resources Technician I: $4,779 - $6099/monthly
Human Resources Technician II: $5,358 - $6,838/monthly

The City of Concord’s Human Resources Department has the primary role of supporting the organization by providing human resources-related support services to more than 350 full-time employees, along with many part-time employees, seasonal employees, and volunteers that serve the City. We are a team of nine full time staff that strive to deliver exceptional customer service and support to the organization by providing responsive service that is both cost-effective and innovative.

What you will be doing in this role:
The future Human Resources Technician I/II will provide the department with technical and administrative support, reporting directly to the Senior Human Resources Analyst in Recruitment. Primary functions include, but are not limited to:

  • Coordinating and administering the pre-employment assessment process for all new hires
  • Coordinating the part time and entry level recruitment and selection process
  • Updating and administering processes in Neogov, our online application system
  • Working as part of a team as we review current processes, best practices, upcoming trends, and new technology to evaluate department performance and make improvements

HUMAN RESOURCES TECHNICIAN I

Purpose

Performs reception, variety of word processing, typing, proofreading, record and file maintenance, public contact, forms processing, and technical and general journey-level clerical and/or secretarial activities requiring access to information affecting employee relations in support of human resources program areas including risk management, retirement administration, staffing, compensation program administration, employee training and organizational development, employee relations and human resources policy administration. Provides information and assistance to the public and employees regarding services and activities of the human resources department. Performs related and other work as required all within the context of the City's Mission of providing responsive, cost effective, and innovative local government services through a collaborative effort with the community to make Concord a city of the highest quality.
Equipment, Methods & Guidelines
Uses Federal, State, and local laws, policies, procedures, administrative directives, departmental instructions and practices, and memoranda of understanding relating to employment, labor relations, and Personnel management; City vehicles; telephones; e-mail; computer keyboard; word processing, spreadsheet, database, and other software.
Working Conditions
Work is conducted primarily in an open office area that includes pressure generated by frequent interruptions, deadlines, and timely response to employee concerns. May involve some attendance at meetings.
Physical Demands
Work may include prolonged sitting, as well as moderate lifting, reaching, stooping, pulling, and pushing activities; manual dexterity; clear speech; and visual and hearing acuity.

Supervisory Guidance Received/Given
Supervision of daily activities is provided by more senior support staff. Until the incumbent becomes familiar with the daily routine, instructions will be quite detailed. Supervision of special assignments is provided by the Analyst for whom the work is being performed and may involve detailed instructions. No supervisory responsibilities are assigned.

Allocation Factors/Distinctions
This is an experienced, journey-level Human Resources technical class. Positions allocated to this class are distinguished from the Human Resources Technician II due to the performance of less complex technical assignments or program responsibility, and the lower level of independent clerical support provided. This position is assigned to the Confidential Employee Group as it requires access to information that affects employee relations. Incumbents may progress to the Human Resources Technician II level after one (1) year of experience as a Human Resources Technician I.

Examples of duties include, but are not limited to

  • Provides information over the telephone and/or at a public counter which requires knowledge of the basic rules, regulations, and procedures pertaining to Human Resources activities; receives visitors; directs caller or visitor to others; may refer the inquiry to sources within the City or other public or private agencies regarding personnel policies, procedures, practices, and decisions.
  • Performs word processing and types a variety of materials including correspondence, reports, forms, indexes, and statistical data, which requires access to information that affects employee relations; may compose routine correspondence or prepare draft documents for review by others.
  • May assist in maintaining logs, files, specialized information system data files; and other record keeping applications used in connection with HR departmental activities such as recruitment files and Employment Lists.
  • Perform clerical work related to employee benefits programs, including PERS retirement enrollments, changes, separations; and health and dental enrollments, changes, and separations.
  • Maintains subject, suspense, index, cross-reference, or specialized information system data files, and directories; gathers or traces information contained in file or records systems for compilation of statistical data or reports.
  • Perform clerical support in preparing reports such as monthly employee performance evaluations, State Employee Development Department, and quarterly report of union employees.
  • Process employment verification and background forms; respond to claims filed for state disability insurance; request and monitor Department of Motor Vehicle (DMV) reports for expired/suspended drivers' licenses and expired medical certificates required for licensing; notify DMV of employee terminations.
  • Schedule physical examinations, order background investigations and provide departments with results.
  • May assist program manager preparing advertisements, ordering testing materials and scheduling and proctoring exams, and scoring examinations.
  • Conduct recruitment and selection activities such as distributing transfer notices and announcements maintaining the job hotline and HR department e-mail box, applicant tracking, reviewing application materials for completeness, notifying applicants of exam/selection results, scheduling oral board interviews, and preparing eligibility lists and notifying eligible candidates.
  • May open, sort, and distribute mail; may sort, route or distribute forms, reports, and other documents to other work units, departments or agencies.
  • For relief or training and orientation purposes, may be assigned clerical activities of other personnel.
  • May represent the Human Resources Department on Citywide committees and task forces.
  • Assist in training and orientation of new employees in the work unit.
  • Promote the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understand and subscribe to the Vision and Values Statement adopted by the City.
  • Perform other work as assigned.

Qualifications

Basic-level knowledge of modern computer word processing, office, electronic mail and calendar software applications. Working knowledge of modern office procedures and practices; of correct punctuation, spelling, and grammatical usage, together with a good vocabulary; of filing, indexing, and cross-referencing methods; of basic bookkeeping practices.

Ability to prepare and maintain accurate records and reports; to maintain confidentiality of sensitive personal information of applicants, employees, and former employees and other matters affecting employee relations; to perform simple arithmetical calculations; to learn policies and procedures pertaining to the work; to do both complex and routine clerical work; to work effectively under pressure and with frequent interruptions; to understand and carry out oral and written instructions; to accomplish effective oral communication; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.

Typing Skills
Ability to type at a speed of 45 words per minute (net) from clear printed copy.

Education: *Satisfactory completion of high school or the equivalent. Specialized Human Resources training is preferred.

Experience: Three years of clerical employment, including public contact and preferably including experience related to Human Resources, technical activities or directing the work of others. Related college training may substitute for experience provided there is at least one year of Human Resources, clerical or secretarial employment.

Education: * Satisfactory completion of high school or the equivalent, supplemented by specialized clerical/or secretarial training. College coursework or specialized Human Resources training is preferred.

Experience: Four years of clerical employment, including public contact and preferably including experience related to Human Resources, technical activities or directing the work of others. Related college training may substitute for experience provided there is at least two years of Human Resources, clerical or secretarial employment.

A California Driver's License and a satisfactory driving record are conditions of initial and continued employment
