Responsibilities:

Consultant Coordination:

  • Reviews invoices for assigned projects. For payment requests within authorized limits, approves payment. For larger payment requests, recommends for approval to Sr. Planner and RLO Senior Management.
  • Directs, manages, negotiate fees, schedules, and defines the scope of services for outside consultants, including, but not limited to: Geotechnical Engineers, Civil Engineers, Municipal Engineers, Structural Engineers, Utility Consultants, and Surveyors.
  • Coordinates work of outside consultants with in-house work and other consultants work, includes coordination with Architects, Landscape Architects, and Environmental Consultants.
  • Develops strong, lasting relationships with outside consultants.

Budgeting & Scheduling:

  • Consults with Sr. Planner and RLO Senior Management on planning items such as scheduling, budgeting, and technical issues for horizontal development.
  • Develops and monitors the design schedule to meet the company’s objection.
  • Manages assigned project schedules and recommends adjustments to schedules and priorities to meet company goals.
  • Responsible for managing time and resources to complete assigned projects in a timely and cost effective manner.

Design Implementation:

  • Conducts site observations and makes recommends to Sr. Planner and RLO Senior Management for field adjustments that may be needed for a complete quality project.

Professional Design:

  • Assists the Development Department in preparation of budgets and bid documents.
  • Provides professional stamp for in-house designs, studies, reports, and other professional documents as required and as permitted within scope of professional license.
  • Maintains clear and detailed correspondence and design documentation for all assigned projects.
  • Assists in any or all aspects of programming, design, permitting and construction documents, cost estimating and budgeting, and construction observation, as requested by supervisor.

Master Planning:

  • Prepares infrastructure concept plans and master plans.
  • Responsible for maintaining and documenting development infrastructure systems.
  • Responsible for recommending long-range solutions for infra-structure needs.
  • Assists in development of long-range master plans.

Subdivision Design:

  • Plans, prepares, and permits all in-house subdivision construction documents, including infrastructure and erosion control plans. Permitting authorities include local, state, and federal agencies.
  • Responsible for technical credibility and quality of design projects.
  • Prepares or coordinates preliminary cost estimates to establish project budgets.

Site Planning:

  • Plans, prepares, and permits all in-house site development construction documents, including infrastructure and erosion control plans. Permitting authorities include local, state, and federal agencies.
  • Responsible for technical credibility and quality of design projects.
  • Prepares or coordinates preliminary cost estimates to establish project budgets.
  • Review site plans submitted to Architectural Review Board (ARB) for compliance with RLO rules and standards.

Permitting:

  • Obtains for assigned projects necessary permits, approvals, and variances from local, state, and federal planning, environmental, and regulatory governmental agencies.
  • Develop strong, lasting relationships with permitting authorities.
  • Represents the Company in public meetings and hearings as necessary.
  • Coordinates permitting of subdivision plats with local agencies.

Field:

  • Gathers field data via G.P.S., compile information for data base, and retrieve information as needed.
  • Coordinates with other departments (Development, Signature Homes, Architectural Review Board, Sales, etc.) in interpretation of design intent, review of field staking and adjustments, and other on-site investigations needed for design and implementation.

Technical Support:

  • Recommends and assists in maintaining specialized databases, equipment, and software as it specifically relates to the Planning Department.
  • Assists in the development of technical standards and maintains files and documents in accordance with the established standards.

Qualifications:

  • Engineering degree from an accredited university.
  • Registered Professional Engineer in the State of Georgia or capable of getting reciprocity.
  • Preferred progressively responsible or class work in engineering road design, subdivision design, site grading, layout, utilities, open channel hydraulics, hydrology, pumping systems, and erosion & sedimentation control.
  • Preferred some internship experience with group project work with others.
  • Proficiency in AutoCAD, AutoCAD Civil 3D, Excel, and Word.
  • Strong written, verbal, and interpersonal communication skills.
