The Opportunity

Abt Associates is seeking an expert to grow and provide technical leadership for Abt’s family planning and reproductive health portfolio with the US Agency for International Development (USAID). Working across four growth units and six delivery units, you will work in partnership with Portfolio Vice Presidents and their teams to develop a vision for how Abt approaches family planning and reproductive health work with USAID, be a primary architect in the design of client-responsive new work, provide technical quality assurance for relevant awarded work, and will raise Abt’s reputational capital in the family planning and reproductive health technical domain through publications, conference presentations, and thought leadership.

Core Responsibilities

Strategy and Partnerships (10%)

  • In collaboration with relevant internal stakeholders, lead the creation and execution of a vision for Abt’s family planning and reproductive health strategy to grow a robust portfolio of work with USAID, stakeholders, local entities, and cooperating countries.
  • Develop strategic partnerships with complimentary organizations in the pursuit of business development opportunities including bilateral, regional programs and IDIQs.
  • Support efforts to grow the base of clients for whom Abt delivers family planning and reproductive health work.
  • Co-develop vision and direction for integrated health service delivery and systems strengthening, collaborating with other Technical Practice Leads and Portfolio Vice Presidents to develop client-responsive approaches and technical designs.

Growth/Reputational Capital (60%)

  • In collaboration with Portfolio Vice Presidents, Business Development Executives, and other growth stakeholders, identify a pipeline of opportunities and manage significant business development activities, including leading pursuit of priority opportunities, solution design and win strategies to address client solicitations.
  • Support capture and bid of the portfolio's top opportunities and critical recompetes, helping to craft effective capture and win strategies.
  • Frequently provide quality assurance for family planning and reproductive health bids to ensure that technical approaches are responsive to client needs.
  • Apply client- and domain-specific subject matter knowledge to help Abt tailor solutions to clients' problems.
  • Maintain an industry presence as a subject-matter expert, by publishing regularly, participating on external technical working groups and/or by presenting at annual conferences and meetings.

Delivery (30%)

  • Serves as a technical advisor and/or provide quality assurance on projects within the Global Development Practice portfolios, leveraging domain and client expertise.
  • Support technical delivery of family planning and reproductive health work across Abt, through experience sharing, short-term technical assistance, and mentorship of home office and field-based staff as appropriate.
  • As the portfolio grows, this role may recruit and oversee a practice team of family planning and reproductive health experts to support the delivery of active awards. This will include matrixed workforce planning and supervision of staff.

What We Value

  • Bachelor's Degree + 15 years of relevant experience, or Master's degree + 12 years of relevant experience, or PhD + 10 years of relevant experience.
  • Skilled collaborator with a history of maintaining successful relationships internally and externally. Prior experience working in highly collaborative, dynamic, matrixed environments.
  • Demonstrated successful track record leading large, complex USAID family planning and reproductive health project designs/opportunities. Experience implementing USAID projects in country-based roles a plus.
  • Demonstrated experience developing and successfully implementing a business development strategy. Successful track record leading winning proposals, particularly with USAID funded bi-lateral and multi-country programs.
  • Demonstrated experience leading and building effective teams, identifying talent, managing workloads and assignments, and developing technical, project management, and operational skill sets in staff, and comfortable providing and receiving constructive feedback.
  • Lived experience and/or long-term overseas work experience on a donor-funded program preferred.
  • Fluency in written and spoken English required; ability to conduct business in a second language relevant to international development is preferred.

This position offers an anticipated annual base salary range of approximately $140,000 to $175,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
