Description

The City of Anaheim Housing & Community Development Department seeks a highly innovative Systems Analyst to perform a variety of technical and professional work in the enhancement and maintenance of web, network or computer systems for the Anaheim Housing Authority. Duties and responsibilities involve the analysis and design of data base management systems, the design and implementation of new computer and network systems, the modification and enhancements to existing systems.
Candidates must possess responsible professional experience in the analysis and design of network and computer systems. Prior related experience with a Public Housing Agency and familiarity with Emphasys or other housing software is desirable. A Bachelor's degree from an accredited college or university with major coursework in Information Technology, Computer Science, Business Information Systems, or a related field is also highly desirable.
DISTINGUISHING CHARACTERISTICS:
The Systems Analyst primarily performs programming and analytical work within the operating system environment and database and network administration. Incumbents in this class perform more technical assignments of moderate complexity and use independent judgment in dealing with project problems.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
Design, consult, research, develop, and implement new computer systems as well as modifications to existing systems; confer with users and prepare feasibility studies for new systems or modifications.
Identify user requirements for computer systems by preparing data flow diagrams and user definition statements.
Research and adopt methods to install new or improve software applications specific to existing or future systems.
Analyze user requirements for modifications to existing computer programs or requests for new programs; determine if existing functions can be used or if new capabilities must be added to the applications.
Meet with department representatives to define specific procedures and activities that can be converted to computer application programs; answer related questions concerning the feasibility and impact of proposed changes.
Contact, communicate and consult with technology vendors and appropriate contracted personnel to determine optimal solutions that integrate with existing network equipment and environment.
Create and update processes, programs, panels, workgroups, and reports to resolve problems such as new screen designs, scripts, data tables, formulas, documents, and security features for computer and network systems, and test operations.
Establish reasons for application and network failures and errors, including user errors or application errors; determine what is necessary to restart failed processes.
Setup, monitor, troubleshoot, and repair local area network switch and router equipment.
Analyze, debug and document software application problems.
Apply appropriate fixes and upgrades in test mode and check for proper operation before applying software/firmware to production environment.
Assist users in learning new software and potential department applications.
Conduct training sessions in computer applications for end users.
Perform related duties and responsibilities as required.

Qualifications

Experience: Responsible professional experience in the analysis and design of network and computer systems. Familiarity with Emphasys or other housing software, Crystal Reports, SQL Server Management Studio, web service APIs and integration concepts, and supporting Mobile Data Computers, Smartphones and Tablets. Any combination of experience and training that would provide the required knowledge and abilities is qualifying.
Knowledge of: Crystal Reports, SQL Server Management Studio, web service APIs and integration concepts; knowledge of the principles and practices of wired and wireless networks, mobile and desktop computers, computer science, programming and processing principles; knowledge of specialized database applications programs; networking principles and relational database concepts; Windows operating systems and spreadsheet and word processing software application programs such as Windows 10 and MS Office products suite (versions 2016 and newer); database administration concepts. Knowledge of Wi-Fi setup, along with troubleshooting of routers and switches.

Ability to: Develop and write reports using Crystal Reports, develop SQL database queries, effectively apply technical knowledge of systems hardware and software in the assistance and support of users; organize and complete work independently and in accordance with established deadlines; independently analyze and solve a variety of network and computer programming and database utilization problems; communicate effectively both orally and in writing; establish and maintain cooperative working relationships with management, supervisors, co-workers, and other departmental representatives.

License/Certification Required: Possession of a valid California Driver’s License by date of appointment.
