Position: Community Development & Services Director/Assistant City Manager

FLSA: EXEMPT SALARY: $70,000 - $85,000 REPORTS TO: CITY MANAGER

Job Summary: Under general supervision of the City Manager, furthers economic development, promotes tourism, coordinates, and administers development functions, improve local housing availability, oversees building inspector, code enforcement and performs other special projects as assigned by the
City Manager.

  • Assists the City Manager in administrative functions.
  • Performs research and analysis on special issues and projects.
  • Economic Development: Identifies opportunities to strengthen existing and attract new businesses.
  • Coordinates with state and regional economic development organizations.
  • Marketing and Tourism: Promotes marketing and tourism in Willcox by overseeing the Visitor Center, managing marketing staff, tourism budget and websites; liaisons with the Marketing and Tourism and

Economic Development Commission; oversees contracts that promote Willcox through targeted marketing campaigns, the creation and disbursement of collateral material to local hospitality industries, and coordinates with Arizona Office of Tourism and Cochise Tourism and EconomicDevelopment Council in marketing and promoting Willcox.

  • Housing: Researches, identifies partnerships, and implements projects to expand housing in Willcox.
  • Development Services: Meets with contractors and developers considering Willcox to explain zoning, assist in the identification of utilities, public access, and flood zone; oversees or may serve as

Planning and Zoning Administrator (organizes meeting agendas; conducts research on issues and makes appropriate recommendations; presents ordinance changes for approval and proposes recommendations to City Council for adoption into ordinance); supervises building inspector; works in collaboration with the Cochise County Planning Department; monitors and evaluates the effectiveness of Development Services activities, operations, procedures, and methods; implements comprehensive permit database.

  • May serve as City Floodplain Administrator; coordinates with FEMA and ADEQ to ensure appropriate ordinances and procedures are in place related to floodplain administration; monitors and enforces floodplain ordinances and procedures.
  • Performs cost benefit analysis and implements annexations identified by the City Council.
  • Establishes development agreements with developers, business or property owners.
  • Code Enforcement: Oversees code enforcement staff.
  • Budget Analysis and Administration: Reviews and forecasts budget needs for programs supervised.
  • May serve on other commissions, committees, or boards as designated.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Clear and concise communication; excellent writing, presentation, and customer service skills
  • Master’s degree in public administration, business management, urban planning or a related field and two years’ experience in research and analysis, providing recreational and educational programs, marketing, organizing events, community outreach and managing personnel or an equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of economic development, municipal development and urban planning principles and practices, property entitlements and development agreement, ability to understand codes and regulations, annexation processes and procedures, supervisory principles, practices and methods.
  • Skills in managing and coordinating municipal development activities, establishing entitlements and development agreements, providing technical guidance and training building inspector personnel, establishing and maintaining effective working relationships with staff, City departments, City officials,

City Council, community groups, outside agencies, developers, and members of the public, supervising, leading, and delegating tasks and authority.

Position Requirements: Position must have the ability to analyze information, budget, critical thinking, write memos, coordinate meetings, and present information to community leaders.

Oral Communication: Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills; participates in meetings.

Written Communication: Writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; able to read and interpret written information.
