The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. For more information about MTC, please visit www.mtc.ca.gov.

MTC's Express Lanes staff is responsible for designing, building, testing, operating, and maintaining MTC’s portion of the Bay Area Express Lanes Network (“Network”). The Network is planned for completion in 2035 and will include 550 miles of express lanes by various operating agencies. These agencies are working together to convert existing carpool lanes and to close gaps in the carpool network. MTC's portion of the network, 270 miles in all, will be designed and built in phases.

Current MTC corridors in operation are:
  • I-680 in Contra Costa County
  • I-880 in Alameda County
Future corridors include:
  • I-80 in Solano County (2024)
The Project Manager, Toll System position will be filled at either the Assistant or Associate level and will work under general direction of an Express Lanes Principal, Operations. The selected candidate will support a variety of tasks in operations for the Express Lanes Program with a primary focus on toll system operations, which includes project management of the Toll System Integrator (TSI) contract and toll system operations analysis and reporting. The selected candidate will work closely with staff responsible for budgeting, highway operations, and project delivery. Other tasks include reporting and coordination with stakeholders.

All employees at MTC are classified as Disaster Services Workers.

The ideal candidate will have the following knowledge, skills and abilities:

  • Project management, including change control, performance monitoring, budgeting and expense monitoring, contract development and management, scheduling, and risk management;
  • Proven interpersonal skills, public speaking and dispute resolution;
  • Experience leading coordination of various stakeholders (e.g., contractors, government agencies, and the public);
  • Strong research, analytical, organizational, and technical writing skills and a close attention to detail are essential;
  • Ability to problem solve, ask the right questions, and think analytically;
  • Work independently as well as collaboratively;
  • Ability to effectively articulate complex issues to both technical and non-technical stakeholders;
  • Work productively on multiple tasks and complete assignments in a timely manner;
  • Proficiency in the use of Microsoft Office products, including Word, PowerPoint, and Excel is required.
Knowledge of the following is preferred, but not required:
  • Tolling systems or intelligent transportation systems: systems integration, operations, and performance monitoring;
  • Managed lanes and highway operations;
  • Contractor procurements, especially large technology and/or operations procurements;
  • Caltrans and the Caltrans delivery process;
  • Basic knowledge of SQL, Primavera/MS Project, Tableau, JSON, SOAP protocol.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. A Master’s degree is preferred. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)

Experience:

  • For the Assistant level, one year of experience in an appropriate field related to the area of assignment.
  • For the Associate level, minimum of two years of increasingly responsible experience in an appropriate field related to the area of assignment.
  • Additional years of relevant professional experience is preferred.
License/Certificate
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:


  • Support project management of the toll system integrator contract which includes: toll system implementation for new corridors; implementation of system enhancements; contract performance monitoring; analysis and application of the dynamic pricing algorithm. Responsibilities include change control, contract development and management, and scheduling;
  • Assist with the planning for and procurement of a successor toll system integrator contract. Collaborate in the design and development of toll concepts and/or specifications, including requirements analysis, technology review and selection, operational concepts development and communication, specification development, testing, and commissioning for the express lane toll system. If needed, research feasibility of alternative approaches and technology capabilities;
  • Work closely with MTC’s highway operations manager to ensure system performance monitoring and effective day-to-day system operations;
  • Support other strategic initiatives impacting the toll system and toll customers such as MTC’s automated occupancy enforcement pilot and financial means-based toll discount pilot;
  • Develop and execute performance monitoring procedures. Manage reporting, including data gathering for public consumption, and provide/review system/trend analysis to identify and resolve issues with team members, including BATA Finance Department;
  • Coordinate communications, both written and oral, between internal and external stakeholders. Maintain frequent contact with partner agencies to determine their respective needs and requirements, and serve as a technical resource when necessary;
  • Perform other job-related tasks or duties as needed or assigned by the section.
HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location. This position will require in-person attendance either on-site or off-site as noted below:
  • Presenting at MTC Commission/Committee meetings, when in-person meetings resume;
  • Attending occasional in-person meetings with the program team at 375 Beale Street;
  • Attending occasional on-site or off-site meetings with contractors;
  • Attending occasional in-person meetings hosted by partner stakeholders;
  • Overseeing demonstrations and testing of vendor(s) software and systems and facility inspections (both in and out of state); and
  • Attending and presenting at conferences (both in and out of state).


THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
  • Health Benefits Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).
  • Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).
  • Agency-paid Vision Care Insurance, employees only (dependent coverage is paid in full by employee).

  • Eleven paid holidays per year.
  • One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.
  • One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
  • Personal Business leave; up to three (3) days per year depending upon date of hire.
