DEFINITION
Under general direction, performs supply chain functions for material management, including but not limited to; warehouse operations, data entry, material reporting and analysis, inventory audit, material handling, crane operations, and shipping and receiving. This position performs all work activities involved in the timely and accurate receiving, storage, staging, issuing, loading, delivery, salvage and inventory control of material and equipment within the Electric Utility Department; performs related work as assigned.

SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from higher-level personnel. Receives technical and functional supervision from assigned staff during the course of maintenance activities.

Examples of Duties

Duties may include, but are not limited to, the following:
Receive materials and parts specifications from staff; research and identify vendor sources; arrange demonstrations of vendor products and solicit quotations from recommended vendors; maintain records of quotations; analyze quotations and provide recommendations;

Works closely with field forces to coordinate the staging, loading, and return of material; Works with vendors to resolve complex discrepancies with material returns or resolutions to over/under, or damaged shipments; Coordinates inspection of special equipment and materials;

Understands and utilizes space allocation for stored materials;

Trains employees on the safe use of material handling equipment, and the safe handling of materials; Assists in training other employees in the use of various tools and equipment;

Maintain mandatory federal, state and local records of hazardous materials for the department; arrange testing, storing and disposal of oil contained equipment as needed; ensure the safe handling and control of hazardous materials; Contacts appropriate shipping and salvage vendors to arrange for shipment of materials;

Assist the Warehouse Supervisor with inventory reconciliation; Performs inventory counts and assists in reconciliation through research of past inventory transactions; Initiates actions to re-order stock material items when items reach a designated reorder point; Identifies various inventory transactions and relationships to inventory management; Enters inventory counts into computerized inventory system; Applies FIFO (first in first out) theory to inventory items;

Knows and follow shipping/receiving policies and procedures, use of appropriate forms and use of online shipping vendors; Packages materials for shipment to prevent damages and alleviate excess costs;

Performs follow-up with vendors and customers as required to ensure excellent customer service;

Maintains logs for delivery, non-inventory, and stored material;

Operate forklift, crane (crane to be operated on City property only), and backhoe;

Utilize computer and applicable software to enter and retrieve information related to parts, materials, work assignments, detailed record keeping and timekeeping;

Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.

Typical Qualifications

Knowledge of:
Electric industry and City of Lodi safety procedures and ability to apply them in area of material logistics process (this includes knowledge of Safety Data Sheets (SDS), safe and proper handling/storage of hazardous material and safe operation of material handling equipment); Safe work practices when working in a high voltage electrical environment; applicable safety standards and methods as it related to the work assigned; safe operation of equipment;

Basic arithmetic (addition, subtraction, multiplication and division); modern warehouse management 'best practices' for computerized inventory systems, bin control, bin/material labeling, warehouse storage, space allocation and material recovery operations;

Inventory control methods for cycle counting; and, business computer applications such as, word processing, spreadsheets, e-mail/scheduling;

Accounting, and record keeping methods, practices and procedures; principles and practices of public agency procurement, receiving, storekeeping and warehousing methods and procedures including inventory control; computer programs and applications including word processing, data base, and spreadsheets;

Procedures for developing bid specifications and awarding contracts for public agencies.

Ability to:
On a continuous basis, know and understand all aspects of the job; observe safety rules and traffic laws; analyze and problem solve; identify and locate necessary parts; interpret materials requisitions; remember location of parts; understand, interpret and explain Electric Utility Department and City policies and procedures;

Use and maintain various hand and power tools, and large equipment; learn the operation of heavy equipment; safely operate material handling equipment such as forklifts, pallet jacks, scissor lifts, lift gates, banding machines, tugs, front loader tractors, delivery trucks/trailers and City vehicles;

Test, handle, store and dispose of toxic substances in accordance with laws and regulations;

Perform purchasing, storekeeping and inventory control duties; write reports, procedures, and tool and equipment specifications; organize and classify information, tools and equipment;

Operate a personal computer utilizing spreadsheet, word processing, accounting and database software; perform basic arithmetic calculations;

Work independently; work safely alone or as a member of a team; work effectively and efficiently under general guidance, alone or as a member of a team to complete assigned work and resolve daily problems;

Communicate effectively both orally and in writing; communicate clearly and concisely; write neatly and clearly; read and understand written and oral instructions;

Maintain and establish effective working relationships with those contacted in the course of work.

EDUCATION AND EXPERIENCE
Any combination equivalent to education and experience that would likely provide the required knowledge and abilities would be qualifying. A typical combination is:

Education:
Equivalent to completion of high school.

Successful attendance and completion of trade course(s) related to the above description of duties and / or prior trade experience in a similar classification.

Experience:
Three years or more of increasingly responsible experience in purchasing, expediting materials, supplies and equipment, including inventory control.

LICENSES AND CERTIFICATES
Crane Operator Certification obtained from an accredited crane operator testing organization, such as the National Commission for the Certification of Crane Operators (NCCCO) within twelve (12) months of hire.

Possession of a valid Driver’s License (Class C) issued from the California Department of Motor Vehicles.

Possession of or ability to obtain, within six (6) months of appointment, a Forklift Operator’s certificate issued by the City of Lodi.

Within twelve (12) months of hire the following San Joaquin County Hazardous Materials Certifications must be completed: Universal Waste Management, Basic Hazardous Waste Management, Advanced Hazardous Waste Management, Department of Transportation {DOT} & Hazardous Waste Manifest and Hazardous Materials Business Plan {CERS}.

WORKING CONDITIONS
Environmental Conditions: Exposure to safety hazards including, fumes or odors, dust or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery.

Physical conditions: Essential and marginal functions may require maintaining physical conditions necessary for standing, walking, sitting, driving, carrying, pushing, climbing, bending at waist, stooping, crouching, reaching, kneeling, crawling, hearing, sense of smell and sense of touch, lifting and pulling up to 50 pounds. Vision to read printed materials and computer monitor; hand/finger dexterity to use a computer keyboard.

Intermittently sit while preparing reports and operating vehicles and equipment.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.


EMPLOYMENT BENEFITS


SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.


HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).


HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.


LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.


RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.


FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
