Responsibilities:

MSTS is seeking a self-driven, and highly motivated Work Planner II to join our Work Control & Planning Team. In this role, you will be responsible for the development of Activity Level Work Documents (ALWDs) (i.e. work packages and job plans), and associated documentation, for the safe execution of work for the Construction, Maintenance, and Services organizations. ALWD development includes facilitating walkdowns and tabletop discussions, development of high-quality and complete job plans and work packages, ensure institutional work management processes are being followed and systems being used consistently, and facilitate work package review and approval. Roles do not include preparation of engineering drawings, development of technical operating procedures, performance of pre-job or post-job briefings, or execution of the scope of work in the work package. Although planners may have areas of expertise, input from subject matter experts (SME) for programs, facilities, engineering, experiments, systems, etc. is required for work package development.


Key Responsibilities
:

  • Interface with Maintenance, Site Services, Construction, Nuclear Maintenance, Nuclear Construction, Nuclear Operations, Engineering, Project Managers, Superintendents, Craft Personnel, Safety, Industrial Hygiene, National Laboratories, Environmental Safety and Health (ESH&Q), Radiological Control, and other supporting organizations to prepare work packages and supporting documents.
  • Facilitate and attend walkdowns and tabletop reviews for scopes of work.
  • Preparation of job plans, activity level work documents (ALWDs) (i.e. work packages), Planning Team Job Aid (PTJA), Job Hazard Analyses (JHA)s, for Construction, Maintenance, & Services organizations for industrial facilities and infrastructure at the Nevada National Security Site (NNSS).
  • Identify skill of the worker activities and initial required training for work packages.
  • Perform on-site evaluations in order to clarify work site conditions, and discuss job details with the requester/customer and subject matter experts.
  • Determine special tool and equipment requirements.
  • Prepare a detailed scope of work, with a man-hour and material estimate, and assemble additional pertinent documentation for Davis-Bacon Determinations.
  • Perform work package reviews and facilitate the resolution of work package issues and concerns identified during work planning and review process.
  • Ensure a high level of quality in work packages and job plans.
  • Identify potential safety, security, quality, or performance issues in performing the work scope and bring to the attention of the appropriate SME/manager.
  • Provide, report, forecast, and maintain status updates for assigned work packages to planning supervisor (i.e. Performance Reporting).
  • Perform work planning according to the institutional work planning process(es).
  • Maintain planner qualifications and training requirements.
  • Attend and participate in functional organization meetings as identified.
  • Attend all identified departmental and all hands meetings.
  • Perform other duties as assigned by the supervisor.
Qualifications:
Due to the nature of our work, US Citizenship is required for all positions.
  • Bachelor’s degree in related field and at least 2 years of professional level experience or equivalent training and experience.
  • Experience planning work for multi-craft and multi-discipline work forces is desirable.
  • Ability to demonstrate working knowledge of Civil, HVAC, electrical and/or mechanical applications for use in planning and estimating work is desirable.
  • The ability to work effectively in a team environment with minimal supervision is a must.
  • Ability to use personal computer, printers, copiers, scanners, telephones, fax machines, calculators, and other general office equipment.
  • Ability to follow oral and written instruction, and follow through on all assignments.
  • Ability to apply knowledge of a broad range of specialized functions and assist in coordinating activities with those of other work groups.
  • Ability to demonstrate creativity in how work is performed and in addressing work processes.
  • Ability to plan/organize work to completion in an efficient manner, meeting required deadlines.
  • Ability to deal with pressure of handling multiple tasks, complaints, frequent interruptions, and time constraints.
  • Knowledge of basic math, grammar, spelling, and punctuation.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘ Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is $60,777.60 - $91,166.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
