Responsible for overall financial operations, activities, direction and planning for the UTMB Health System including strategic financial planning, financial reporting, financial and operations analysis, accounting, UTMB Health System capital planning and reporting, operating funds management, and labor management.

The Chief Financial Officer, UTMB Health System (CFO) reports to the Executive Vice President, Chief Executive Officer of the Health System with dotted line expectation to coordinate with the UTMB institution CFO.

This position has significant interaction, decision making responsibility and accountability with members of Institutional Support and Academic Enterprise finance leadership. In addition, this position will align with the VP Facilities, VP Revenue Cycle, VP Contracting Strategies, UTMB Health System VPs, VP Information Services, SVP Chief Physician Executive, and EVP Strategy and Business Development in all matters related to the UTMB Health System.

Scope: Hospitals and Clinics, Correctional Managed Care (CMC), health system capital planning and reporting, governmental reimbursement, clinical revenue accounting, clinicial enterprise operating budget, and HealthCare Systems Inc.


Essential Job Functions:

  • Effectively leads people to achieve organizational objectives and professionally develops his/her team to enhance their skills and value to the organization.
  • Establishes and monitors financial goals and objectives of the UTMB Health System.
  • Develops strategies and plans to achieve long-term financial and strategic objectives.
  • Develops long term planning, budgeting and forecasting for the Health System.
  • Responsible for Health System capital planning and reporting in collaboration with the Executive Capital Committee and capital accounting team.
  • Reacts to significant variation in financial results with collaborative actionable plans to correct variances.
  • Oversees finance, accounting, reporting, and operations analysis.
  • Oversees operating funds management.
  • Provides financial consultative expertise to the CEO and UTMB Health leadership team.
  • Chairs the health system’s labor management committee and ensures appropriate position control and labor management systems are in place and consults with Health System leadership on labor cost/productivity issues.
  • Stays abreast of changing trends in operational finance and uses that knowledge to implement appropriate healthcare finance tools.
  • Participate in planning, development and implementation of clinical and administrative information systems.
  • Responsible, in coordination with institution CFO, for establishing and maintaining an effective internal control environment.
  • Oversees cost management and revenue enhancement activities.
  • Works with procurement and contract management to ensure the health system has the supplies and equipment it needs for optimal operations.
  • In alignment with approved authority levels, approves online Health System requisitions.
  • Coordinates annual Health System financial sub-certifications.
  • Oversees preparation and filing of cost reports and identifies reimbursement improvement opportunities.
  • Provides leadership for preparation of ad hoc requests.
  • Oversees CMC Finance activities including managed care network, purchasing/warehousing functions and TDCJ and state reporting requirements. Coordinate with Contracting Strategies and BOF as appropriate.
  • Provides data, support and advice in the legislative appropriations process.
  • Serves as a member and professional advisor to Real Estate Space and Capital Committee, Executive Capital and Business Development Committees.
  • Serves as a member and actively participates in numerous other institutional and Health System committees.
  • Maintains effective relationships with Vice Presidents, other members of the President’s Executive Council, UT System and other senior leadership.
  • Oversees Health System clinical revenue accounting and ensures appropriate levels of accounts receivable allowances.
  • Prospectively identifies reimbursement changes and potential impact to the Health System.
  • Supports the VP Contracting Strategies in Health System managed care contracting; contract pricing/guidelines including cash pay and package pricing; contracting strategies in Health System CDM maintenance pricing guidelines and strategy.
  • Liaisons with Institutional Support, Academic Enterprise and Hospital and Clinic executive management on financial and operational issues.
  • In collaboration with other appropriate Business and Finance Vice Presidents, establishes and monitors goals and objectives of shared services operations.
  • Sets and monitors goals for Health System finance staff and periodically reviews staff member’s performance.
  • Acts as President and Chief Executive Officer to UTMB HealthCare Systems, Inc. (a 501a organization), providing leadership and guidance.

Marginal or Periodic Functions:

  • Adhere to internal controls and reporting structure.
  • Performs related duties as assigned.

Minimum Qualifications:

  • MBA and/or CPA
  • Minimum of 10 years of relevant work experience, including 5 years in a senior management position

Preferred Qualifications:

  • Healthcare experience within an Academic Medical Center

  • Strong health care finance operations knowledge.
  • Strong knowledge of financial applications, processes, and GAAP.
  • Strong communication and interpersonal skills with a high degree of professionalism in dealing with staff at all levels of the institution.

  • Ability to develop, to prioritize, and accomplish goals.
  • Ability to analyze and evaluate data and make appropriate decisions/recommendations.
  • Evidence of effective leadership experience.
