General Statement of Job

Performs project management functions for the development and implementation of utility infrastructure projects that support the city goals and priorities.


City Expectations:

Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.

Specific Duties and Responsibilities

Essential Functions:

  • Responsible for contract administration and monitoring major and minor construction projects to ensure compliance with local ordinances/polices and appropriate State and Federal laws, codes and regulations including environmental and public utility standards.
  • Manages contracts to ensure fulfillment of contractual obligations by engineers, construction contractors and consultants.
  • Coordinates with staff to develop and prioritize capital and repair/maintenance projects.
  • Prepares various documentation for infrastructure improvement projects including preliminary design requirements, cost estimates and proposed completion schedules.
  • Reviews specifications, design calculations, cost estimates, permits, plans and other documentation for construction, rehabilitation, and maintenance projects.
  • Provides technical direction and assistance to contractors, consultants, outside agencies and utilities’ staff.
  • Prepares and presents written and oral reports on water and wastewater projects for the Utilities Director, City Council, boards and the public.
  • Assists in the formulation, presentation and execution of the departmental capital improvement program budget.
  • Responds to and resolves citizens’ inquiries and complaints regarding utility issues and projects.
  • Responsible for staying current with all governing regulations and compliance requirements.
  • Recommends hiring and evaluation of department employees. Recommends promotion and discipline for department employees in accordance with the City’s Personnel Procedures and Rules.
  • Responsible for being familiar with Utility Standard Details, reviewing plans for compliance, and making recommendations for revision.
  • Assist with Development Review, including review of hydraulic modeling and lift station calculations.
  • Assist with utility master planning and incorporating master plan recommendations into the Capital Improvement program.
  • Supervise Utility Inspector and Utility Project Coordinator positions.
  • Ability to understand and create Critical Path Scheduling for CIP Project Management.

Responsibilities:

Responsible for the accuracy and timeliness of all assigned functions and operations to ensure continued efficient operation of the water and wastewater utilities. Responsible in work to the Utilities Director or designee.

Minimum Education and Training

Level I (Grade 506)

A Bachelor’s Degree preferably in the Engineering field with six (6) years’ experience in construction management or design for utility infrastructure improvements; or an Associate’s Degree with eight (8) years' of experience in above fields or a Master’s Degree preferable in the Engineering field with four (4) years’ experience in the above fields. Engineering Intern Certification preferred.

Level II (Grade 507)

In addition, the Utilities Project Manager II must possess and maintain certification as either a Project Management Professional (PMP) or Florida Professional Engineer (PE).


Minimum Qualifications and Standards Required

Skill Requirements:

Knowledge of engineering principles and practices related to utility capital improvement and repair & replacement projects. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Must be able to coordinate various utility infrastructure projects effectively regarding priorities, costs and alternatives. Understand pertinent federal, state and local laws, codes and regulations for water and wastewater utilities management. Ability to communicate effectively; make oral and written presentations of technical matters in a clear, concise and understandable manner to both technical and non-technical persons. Knowledge of occupational hazards and safety precautions connected with this type of work. Ability to establish and maintain effective working relationships with supervisors, co-workers, elected officials, representatives of other agencies/companies, and the general public. Possess a valid Florida Driver’s license (or valid out-of-state driver’s license), free of any serious violations. Out-of-state applicants have 30 days from start of employment to attain a valid Florida Driver’s License.

Requires a working knowledge of the current version of Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with Geographic Information Systems applications preferred. Familiarity with project scheduling software, i.e. Microsoft project, preferred. Working knowledge of the Microsoft Exchange e-mail application or equivalent and Microsoft Edge is also highly recommended. Ability to learn specific computer applications used in the Utilities Department.


Physical Requirements:

Ability to sit, stand, walk, climb, bend, stoop, lift, carry or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Ability to see; hear well, with or without aids; and speak clearly and distinctly. Ability to work both indoors and outdoors in all kinds of weather. Working Conditions:

Work is performed both indoors and outdoors with some travel to various meeting sites. Frequent field work is required and hours may extend beyond regular working hours. Position may be require to attend to customer inquiries or construction project issues on weekends or after hours.

SALARY RANGE $66,041 – $118,673 / ANNUAL


ACTUAL STARTING SALARY Level I $66,041 - $85,853 / Annual


Level II $71,923 - $98,459 / Annual
