This position is a member of our Air Quality Division.


WHAT YOU WILL DO

As a part of the division’s Air Quality team, our Program Specialist VI will play a key role in achieving TCEQ’s mission. You would use your skills and experience to:

  • Review pollution prevention equipment, conduct research, and provide technical guidance to agency staff on the tax relief for Texas facilities or political subdivisions for the Tax Relief for Pollution Control Program for the Air Quality Division of TCEQ.
  • Review applications to determine whether a facility uses certain property or equipment for pollution control; conduct research on environmental rules and pollution prevention equipment, ensure that financial analyses are valid.
  • Communicate with applicants, agency staff, management, and the general public regarding rules, regulations, policies, and procedures related to the program.
  • Maintain files and ensure database entries are accurate, develop queries and program reports for legislators, management, and the general public. Recommend improvements to database and coordinate with agency staff on implementation and testing of database updates.
  • Draft, edit, and prepare annual reports, correspondence, options papers, memos, rulemaking packages, publications; and performs other special projects as requested.
  • Provide support to the Tax Relief for Pollution Control Property Advisory Committee including compilation of data and development of program reports, coordination of advisory committee meetings, and providing support for the committee member nomination and appointment process.
Qualifications


MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college or university plus six years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.

A graduate degree in public administration, business administration, human resources administration, environmental resource management, planning, or an area relevant to the position, from an accredited college or university may be substituted for one year of the required experience.

  • Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

PREFERRED QUALIFICATIONS

  • Experience interpreting rules, regulations, policies, or procedures.
  • Experience writing correspondence including explaining technical or regulatory requirements.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Program Specialist VI state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Program Specialist VI series.
