About the Position
The Hillsboro Information Services (IS) Department is hiring a Systems Supervisor to lead a team of six professionals who implement and provide support for complex information systems used by Hillsboro’s residents, businesses, and visitors. In this role, you will oversee the development, support, and accountability of the team, create work plans to prioritize initiatives, and lead strategic planning initiatives to ensure the team is delivering solutions capable of supporting the evolving needs of our community.

Your team is also responsible for operational support of line of business systems that enable task and workflow streamlining, user centered improvements, and automation for City of Hillsboro departments. This will involve collaboration with Information Services, Finance, Risk Staff, supported departments, and vendors for leading procurements, contract and statement of work development, prompt payment of vendor invoices, and vendor compliance. Additionally, you will work with other departments to ensure the team's services align with their needs.

Current / Upcoming Projects


  • Lead the technical team in performing a software overhaul and seamless integration of software services for the Development Services (permitting and plan reviews) business system based on new customer-centric workflows.
  • Explore additional integration opportunities with the Munis ERP for full automation of critical Finance and HR services.
  • Support the administration of the HiLight business system as the service grows its network to meet the needs of Hillsboro’s residents and businesses for high-speed, affordable fiber broadband internet service.
  • Assist with the evolution of the ServiceNow platform used by the Information Services department for incident and change management and dissemination of business system information and best practices based on ITIL principles.

Realistically, we are seeking an experienced IT professional who has a strong background in change management, is capable of applying project management concepts to the work projects under their purview and possesses excellent verbal and written communication skills. As the Systems Supervisor, you will be responsible for leading a team of six, so experience in supervising a team is essential. Ideally, you should also have experience working in cross-functional teams and the ability to prioritize multiple competing priorities.

Acceptable Experience and Training

Bachelor’s degree in Information Systems or a related field; AND
5 years’ experience related to area of assignment including 2 years supervisory experience; OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Required Licensing/Certifications


  • Valid Driver’s License and safe driving record
  • Must be able to pass an extensive background investigation
  • Law Enforcement Database System (LEDS) Certification within 90 days of hire.
Preferred Knowledge, Experience, and Certifications
  • Information technology systems architecture
  • Information Technology Infrastructure Library (ITIL) methodology
  • Fundamental concepts of database administration and computer programming
  • Security and privacy risks, preventative measures, and necessary training and certifications
  • Budget development and management practices
  • Purchasing and contracting practices
  • Munis ERP system or other ERP systems
  • Project Management Professional (PMP) certification
  • Change Management (e.g., PROSCI) certification
  • Lean Six Sigma Green Belt certification.
