Are you looking for the opportunity to build your management skills? Richmond District, Chesterfield Residency is seeking a highly skilled and motivated individual with strong highway maintenance experience and leadership skills to become a frontline supervisor for roadway maintenance crew for the Powhatan Area Headquarters. The Maintenance Supervisor assists the area superintendent in assessing needs and planning, scheduling, assigning, and evaluating work; estimating materials, labor, and cost and ordering supplies; monitoring expenditures, assisting in forecasting and budget reports; and supervising area maintenance and contract crews during normal and emergency operations. The position will be responsible for leading safety meetings and training staff on safety methods and protocols; investigating customer inquiries and identifying solutions; maintaining work accomplishment records and project documentation; and serving as backup Inventory Manager. This position is designated as essential during emergency situations, which may include but are not limited to inclement weather, disaster response and emergency operations.

Minimum Qualifications

Considerable knowledge of highway maintenance and construction practices and procedures; of safety policies, procedures, and programs related to roadway construction/maintenance; of supervisory principles/practices; and of inventory practices/procedures. Considerable skill in operating and maintaining light, medium, and heavy-duty equipment used in highway maintenance/construction. Ability to plan, schedule, assign, train, and evaluate the work of others; to complete reports/records; to perform manual labor including frequent lifting up to 50 lbs.; and to use hand and power tools. Ability to read, interpret, and apply work zone safety and traffic control manuals; and to communicate effectively both orally and in writing. Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Ability to work inclement weather, accidents, and emergency/disaster response, etc. during/after normal work hours including nights, weekends, and holidays. Flagger Certification and valid driver’s license required.

Preferred Qualifications:

Considerable experience in highway maintenance, construction and emergency operations and equipment/materials. Experience leading and training others in highway maintenance operations and techniques. Experience leading emergency operations such as snow removal, storm damage and accident clean up. Experience using computers to maintain inventory records, analyze data, and prepare schedules and reports. DCR Erosion and Sediment Control certification. High school diploma or GED preferred; equivalent experience or training may substitute for education. Possession of valid CDL (Class A preferred) and DOT medical card and to maintain thereafter.

Position is located at Powhatan Area Headquarters. Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Verification of work history, DMV records check, and a fingerprint-based criminal history check will be conducted prior to first day of employment. Pre-employment physical will be required, to include a drug screen for CLP or CDL holders. Safety shoes are required in performance of job duties, which are a reimbursable item.

NOTE: Employees hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. New Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL to a Class A from a Class B, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

The successful candidate will be required to successfully complete the Intermediate Work Zone course, and obtain a DEQ Land Disturber Certification within 6 months of employment.

VDOT is an emergency response agency. This position is essential requiring you to work in emergencies, to include weekends, holidays, and after normal business hours; assignments may vary based on business needs to include working in severe weather.
