Overview:
The Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Senior Director for its International Advocacy team to lead the development and execution of strategies and plans for engaging with stakeholders and building alliances and partnerships in Latin American markets – with a focus on Brazil and Mexico – to advance the achievement of PhRMA's policy goals.

The Senior Director, International Advocacy – Latin America is a highly visible position both inside and outside the organization, and you will manage a broad portfolio of responsibility that is critical to our continued growth.
Responsibilities/Qualifications:
The Senior Director will:
  • Coordinate PhRMA’s public policy and advocacy work throughout Latin America, working in close partnership with Local Area Working Groups (LAWGs), national “PhRMA-like” associations, governments, and consultants.
  • Lead PhRMA members’ efforts in these countries, managing related projects and leveraging resources to advocate for member and industry priorities.
  • Collaborate with the issue and market leads in the PhRMA International Advocacy department, and work with local and regional trade associations, particularly AMIIF (Mexico) and Interfarma (Brazil).
  • Identify funding required and secure budget resources to support execution strategies.
  • Build effective working groups/task forces with member company staff to help direct in-market and DC-based advocacy.
  • Provide committee and taskforce leadership for the work in the region, including coordinating calls, conferences, workshops, and other meetings, preparing papers, talking points, and other resources, etc. Measure the accomplishments and impact of advocacy against objectives.
  • Build and use formal platforms (e.g., in-country partnerships, research, conferences, training or educational programs, and other events, etc.) to engage stakeholders and generate advocacy for policy goals related to health care access and coverage, health technology assessments, safe medicines, biosimilars, intellectual property, trade barriers, etc.
  • Use platforms for increasing stakeholder capacity to advocate with governments and policy makers. Identify opportunities for new partnerships and alliances. Engage in exploratory outreach to stakeholders to generate interest and identify local leaders.
  • Provide reports and evaluation of accomplishments and impact of advocacy against objectives.
  • Utilize metric dashboards to track progress and report highlights to various PhRMA departments, applicable trade associations, and member companies. Identify issues during execution that need to be addressed.
  • Develop and manage regional advocacy budget and contracts for supporting programs; review and approve related invoices.
  • Manage a variety of consultants in various countries at any given time; and
  • Perform other duties as assigned.
Key Success Factors

PhRMA seeks a proactive, confident, and action-oriented individual who is passionate about contributing to the health care challenges we face today. The preferred candidate will bring substantive health care communications expertise and be an organized, detail-oriented, self-starter with excellent writing skills. Key success factors for this role include the ability to convey information in an audience-appropriate and compelling manor. Interpersonal skills and a track record of demonstrated consensus building are essential. Accordingly, the successful candidate should be adaptable, able to reprioritize and shift gears quickly, comfortable in a high-pressure environment and be politically savvy, diplomatic, responsive, and mature.

Professional Experience/Requirements
  • Bachelor’s degree required. Advanced degree(s) preferred, in international affairs/trade, political science, public policy or an equivalent;
  • 8+ years of relevant experience working on Latin American issues in the international policy and trade arenas. Specific experience in the biopharmaceutical industry is not required, but the person taking this role must be capable of getting up to speed quickly on relevant industry issues;
  • Demonstrate a keen understanding of international intellectual property and trade issues.
  • Previous trade association and/or related advocacy experience preferred, including developing coalitions, alliances, and partnerships;
  • Ability to identify, build and maintain relationships with public officials and other key stakeholders in both the Latin American region and in the Washington, DC-based Latin American arena;
  • Executive presence, presentations skills, and the ability to inspire confidence in senior managers within the organization and with external constituencies;
  • Adept at working with a broad range of stakeholders, personalities, and cultures.
  • Fluency in Spanish strongly preferred;
  • Ability to travel 25% of the time;
  • PhRMA requires all employees to be fully vaccinated against COVID-19 before entering a PhRMA office, unless an exemption applies. Proof of vaccination or eligibility for a religious or medical exemption on the first day of work is mandatory.
