Purpose of Position

Why does the job exist?

This Department of Military Affairs (DMA) Critical Infrastructure Component position functions and operates within the Force Protection Branch (FPB) of the New Mexico Army National Guard (NMARNG), and is supervised by the Force Protection Branch Chief. As a State Security Specialist - Antiterrorism Program Coordinator (ATPC), the incumbent is responsible for planning, producing, and promulgating Antiterrorism threat, vulnerability, criticality, and risk assessments, reports, and training and preparation events relating to Antiterrorism; assists the Federal Antiterrorism Program Manager and FPB Chief in the coordination of all office and field products pertaining to the protection and security of personnel, property, and material, against terrorist threats, criminal threats, insider threats, statewide emergencies, and breaches of operations security (OPSEC) and traditional security (TRADSEC). Assists the Federal Antiterrorism Program Manager and FPB Chief in managing the Master Cooperative Funding Agreement (MCFA) budget for the State Antiterrorism Program, and is additionally responsible for assisting with the coordination of all other Force Protection Programs, and performs additional protection and security related duties as directed by the Federal Antiterrorism Program Manager and FPB Chief.

Ideal Candidate

Experience in the fields of Antiterrorism, Physical Security, Force Protection, and/or Emergency Management, preferred. Prior Military or civilian experience in Intelligence, Security Forces, Military Police or other Law Enforcement/Security occupational specialties, preferred. Possession of a Bachelor or Master's Degree in a Criminal Justice or Homeland Security related field, preferred.

Minimum Qualification

Bachelor's degree from an accredited four-year college or university and two (2) years of full-time or equivalent part-time paid professional experience in grants development or grants administration, planning, project administration, criminal justice, homeland security, emergency management, data analysis, statistics, research and/or mathematics. Employment Requirements

Must possess and maintain a valid Driver¿s License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment within six months of date of hire. Must obtain a U.S. Army Military Police School - Antiterrorism Officer Basic Course (Level-2) certification within six months of date of hire as a condition of continued employment. Employment is subject to Federal, State, and Local background and fingerprint checks, and must obtain a SECRET Level National Security Clearance as a condition of continued employment. Standard business (working) hours are 7:00 A.M. - 4:30 P.M., Monday through Friday.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.

Work is performed in a Military environment, primarily around Military personnel, in both an indoor (office) and outdoor (field) setting, with extended exposure to visual/video display terminals and extensive computer and telephone usage. Requires the use of various basic hand and power tools, as well as operating 4WD off-road scout vehicles and State and Federal Government vehicles with and without trailers. May be required to work in adverse weather conditions (extreme cold or heat) for extended periods of time. Bending, stooping, standing, crawling, jumping, climbing, and the ability to lift up to 50 pounds is required. State wide travel with overnight stays are required for training, seminars and mission purposes.
