JOB SUMMARY: The Environmental Health & Safety (EHS) Manager will provide leadership of the Development Authority’s commitment to environmental stewardship and safety program management. The EHS Manager is responsible for the development, planning, execution, and assessment of employee safety and environmental compliance programs and will provide support to the Authority’s operating divisions to aide them in meeting or exceeding all environmental and safety regulations. The EHS Manager will provide procurement and technical oversight of consultants hired by the Authority for environmental and safety related services. The EHS Manager will be a subject matter expert with respect to NYSDEC and USEPA environmental regulations as well as OSHA, PESH, and NFPA regulations.
DUTIES/RESPONSIBILITIES:

  • Oversee and implement the Authority’s safety, health and environmental compliance programs.
  • Develop and maintain current environmental, health and safety policies, plans and procedures including the Authority’s Health & Safety Manual, Emergency Response Plan, Sustainability Plan, Recycling Guidance, Pesticide Use Policy, Environmental Monitoring Plan, Storm Water Pollution Prevention Plan, Special Waste Handling Standard Operating Procedure and Petroleum Bulk Storage Standard Operating Procedure.
  • Ensure compliance with the Authority’s regulatory required environmental, health and safety programs such as Confined Space Entry, Hazard Communication, Fall Protection, Hearing Conservation, Lock-Out Tag-Out, and Respiratory Protection programs.
  • Oversee and implement the Authority’s Occupational Health Medicine program as it pertains to OSHA required annual physicals and testing (i.e. respiratory protection, hearing conservation, and confined space entry/rescue).
  • Serve as the lead investigator in the event of employee accidents/near misses; identifying the root cause of accidents and developing corrective actions to prevent recurrence.
  • Lead the Authority’s Safety Committee by preparing agendas for monthly meetings, documenting and distributing meeting minutes.
  • Manage the Authority’s Safety & Environmental Compliance Matrix and provide status reports to management.
  • Oversee records management for safety and environmental documentation including employee training records, compliance inspections, permits, etc.
  • Complete environmental federal and/or state permit renewals for air, clean water, licensed petroleum tanks, State Pollution Discharge and Elimination System (SPDES), etc.
  • Manage the Authority’s Landfill Gas Regulatory Compliance program, ensuring that the system is operated in accordance with the facility’s Part 360 operating permit and Title V air permit.
  • Oversee procurement and manage contracts for environmental and safety related services.
  • Review work plans and procurements to ensure Authority environmental and safety compliance is maintained.
  • Develop and implement the Authority’s environmental, health and safety training program.
  • Prepare and deliver environmental and safety training for Authority employees.
  • Develop and oversee New York State Department of Labor Hazard Abatement Board grants, or similar, to assist in offsetting costs for Authority safety training.
  • Conduct environmental and safety briefings with contractors and staff.
  • Complete internal audits to ensure environmental and safety requirements are met.
  • Perform Job Safety Analysis and develop engineering and administrative controls to minimize risks to employees.
  • Periodically evaluate environmental and safety programs to ensure efficient delivery of services.
  • Coordinate with NYSDEC, U.S. EPA and PESH on regulatory matters.

QUALIFICATIONS: (Knowledge, Skills and Abilities):

  • Expertise of application federal, state and local environmental and safety regulations.
  • Strong computer skills required. Proficiency in MS Office including Word, Excel and PowerPoint.
  • Knowledge of GIS, GPS, and SCADA beneficial.
  • Strong technical writing and verbal communication skills.
  • Ability to manage, adjust, and prioritize varied workload based on such factors as work objectives, schedule, and customer needs.
  • Strong supervisory skills necessary to oversee and provide daily direction to the Safety & Environmental Technician.
  • Ability to evaluate risks and make sound judgements based on analysis and data.
  • Ability to work with a variety of internal and external customers in a team environment; including close coordination with the Landfill Superintendent on Landfill Gas Operation and the Director of Human Resources.
  • Ability to work independently with minimum supervision.

EDUCATION:

  • Bachelor’s degree in Environmental Science, Industrial or Environmental Engineering, Public Safety, Industrial Hygiene, or other equivalent field required.

PROFESSIONAL CERTIFICATION/LICENSES:

  • Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Certified Industrial Hygienist (CIH) preferred; ability to obtain CSP within one year required.

EXPERIENCE:

  • Minimum of five years of experience in a similar capacity.
  • An equivalent combination of education, training and experience may be deemed acceptable.

Job Type: Full-time

Pay: $79,059.00 - $94,874.00 per year
