Minimum Qualifications

Experience:
Five (5) years experience performing complex and diverse administrative/managerial functions and developing and interpreting laws, regulations, policies and procedures with a public agency;

OR

Two years of work experience as an Elections Manager, Assistant Registrar of Voters or equivalent position in an elections department in the State of California.

Education:
Graduation from an accredited four (4) year college or university with a major in Public Administration, Business Administration, Sociology, Economics, Political Science or a closely related field.

Essential Functions

ESSENTIAL FUNCTIONS


  • Communicate effectively with others in person and over the telephone.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  • Resolve conflicts and respond appropriately to complaints.
  • Complete multiple priority projects with conflicting deadlines and under stressful conditions.
  • Maintain confidential information in accordance with legal standards and/or County regulations.
  • Establish, implement and achieve goals and objectives.
  • Represent the County with the community and other agencies including Federal and State.
  • Administer a department budget, personnel, and programs.
  • Operate a personal computer and other office equipment.
  • Organize and present ideas through oral communication and writing. Make presentations to the Board of Supervisors and other groups.
  • Train, evaluate and supervise staff.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Sit or stand for long periods of time.
  • Regular attendance is an essential function.

Knowledge of:
  • Principles of planning, budget preparation and training.
  • Organizational and management practices as applied to analysis and evaluation of Election programs, policies, procedures and records required of County Election Office.
  • Pertinent laws, regulations and codes of the State, County, City, Schools and Districts governing the holding of elections and registration of voters.
  • Principles and procedures involved in the registration of voters, elections, referenda, initiatives, recall and campaign disclosure in accordance with federal, state, and local election laws.
  • Automated voting methods, computerized registration system and computerization of election returns.
  • Principles and practices of public administration, management, public relations and systems development.
  • Principles of personnel management and supervision.
  • Knowledge of Merced County streets, precincts and districts.

Ability to:
  • Plan, organize, direct, coordinate and supervise the election functions of Merced County.
  • Analyze situations accurately and adopt an effective course of action.
  • Establish and maintain cooperative relationships with those contacted in the course of work.
  • Interpret and appropriately apply election codes, laws and regulations relating to voter registration, conducting elections, and voter registration records.
  • Gather data, analyze information to prepare reports and implement a comprehensive budget.
  • Review new legislation and develop and implement appropriate procedures.
  • Relate and work effectively with the public, candidates and the press.
  • Make presentations before community and campaign organizations, legislative bodies, judicial courts and other entities on behalf of the department.
  • Direct, train, review, and evaluate staff engaged in departmental operations.


ALLOWANCES
AUTO ALLOWANCE

$700 per month car allowance.

EXPENSE ALLOWANCE

$300 per month for all non-elected "A" Level executives.

COMMUNICATION ALLOWANCE

$150 per month communication allowance.

HOLIDAYS & LEAVES

MANAGEMENT LEAVE
96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).

VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 80 hours).

SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours) per year with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS
Twelve paid holidays annually plus one optional holiday.

BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

INSURANCE
HEALTH INSURANCE

County paid health plan with maximum contributions; 100% for employee up to maximum of $420, 50% of dependent up to maximum of $100 for child/$220 for spouse biweekly. There are multiple health plans to choose from. County paid dental and vision plans, 100% for employee, with 50% of dependent premiums paid by the County.

County sponsored employee health clinic available for zero or reduced co-pay depending on selected health plan.

DISABILITY INSURANCE

Management Disability Plan includes a comprehensive Short/Long Term Disability plan paid for by the County.

LIFE INSURANCE

$80,000 County-paid Management Life Insurance coverage. $5,000 County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.

RETIREMENT
DEFERRED COMPENSATION

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.
