Nature of Work:
An employee in this position performs administrative and professional work for the West Virginia Department of Agriculture Regulatory and Environmental Affairs Division Laboratories by ensuring that the quality management system of the laboratory is implemented and maintained in accordance with ISO/IEC 17025:2017.

Examples of Work:
  • Ensures that the Quality Management System is established, implemented, and maintained in accordance with the ISO 17025 standards.
  • Provides leadership in the development, implementation, and maintenance of the Quality Management System; assuring that revisions are timely and comprehensive.
  • Handles the maintenance and distribution of the Quality Manual and associated documents.
  • Maintains a master list of current versions of quality documentation.
  • Trains personnel on Quality Management System activities.
  • Monitors the Quality Management System.
  • Reports on the performance of the Quality Management System to senior management for review and as a basis for improvement of the Quality Management System.
  • Supervises the laboratory's inter-laboratory proficiency testing program.
  • Identifies and records nonconformities on Corrective Action Requests.
  • Identifies and records potential nonconformities on Preventive Action Requests.
  • Identifies and addresses risk on Risk Assessment Forms.
  • Ensures the quality and integrity of sample data derived by the WVDA laboratory sections.
  • Establishment of the annual schedule for the internal quality audits - performing and coordinating audits; the registration of the findings of these audits; implementing corrective and preventative actions, and closing out dates; ensuring that all findings are satisfactory closed out and registered as having been closed.
  • Support audits performed by external entities by providing records and documents for review.
  • Provide or direct training of the requirements of the laboratory quality management system.
  • Manage sample transactions by developing, implementing, and evaluating procedures and performance standards; ensure that transactions are maintaining sample integrity and conform to laboratory sample custody requirements.
  • Manage laboratory records and documents relating to sample transactions and testing by developing, implementing, and evaluating procedures and performance standards. Ensure that records are filed or archived in order to promote efficient retrieval and review of information. Assure that record disposition conforms to established record retention schedules.
  • Review and maintain knowledge of all quality assurance standards, guidance documents, requirement documents and any other quality assurance related documents by which the laboratory system is reviewed, assessed, or accredited.
  • Review and maintain safety standards, rules, and regulations under which biological and chemical laboratories operate.
  • Attends meetings including overnight travel.
  • Utilizes a Laboratory Information Management System (LIMS) for data entry and other computer operations.
  • Prepares official reports and may be called upon to testify before the court or the Commissioner.
  • Other duties as assigned.
Working Conditions:
  • Ability to sit, stand, and/or walk for extended periods of time; frequently bend, squat, reach above shoulder level, push, pull and handle objects and capable of lifting 50 pounds.
  • Employment may require working with pathogenic microorganisms, hazardous chemicals such as disinfectants, acids, bases, mutagens, teratogens, and solvents; hot liquids, steam, and hot solid surfaces capable of burns; and warm, humid conditions can be found in the laboratory environment. Personal protective equipment is supplied to laboratory staff.
  • Some jobs require employees to be exposed to unpleasant odors.
Knowledge, Skills, and Abilities:
  • Advanced knowledge of the principles, practices, and procedures of organic and inorganic chemistry, bacteriology, and microbiology.
  • Knowledge of modern laboratory methods, procedures, materials, and instrumentation.
  • Considerable knowledge of quality assurance standards, safety standards, and practices as they apply to modern laboratories.
  • Ability to understand and to follow oral and written instructions, formulas, and charts.
  • Ability to prepare analytical reports and to organize and present scientific information in a clear and concise manner.
  • Demonstrate self-motivation with the ability to lead and work collaboratively with teams.
  • Knowledge of data base applications as they pertain to laboratory information management.
  • Advanced knowledge of laboratory quality control procedures and appropriate statistical methods.
  • Excellent oral and written communication skills.
  • Ability to establish and maintain effective working relationships with others.
  • Skilled in speaking in front of an audience.
Qualifications:
Education: Graduation from an accredited 4-year college or university with a major in chemistry, biology, or related physical science. A Master of Science degree is preferred.
