Job Summary:

The Clayton County Health District is seeking a qualified candidate for our Opioid Public Health Analyst position. Under supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions.

Job Duties and Responsibilities

Under broad supervision perform the following duties:

  • Close the gap between local law enforcement and the public health, prevention, and treatment communities by enhancing the High Intensity Drug Trafficking Area’s (HIDTA’s) existing partnerships with these communities, with an emphasis on deduplication and coordination of efforts
  • Coordinate/de-conflict with the GA Department of Public Health assigned and located HIDTA PHA, concerning all planned training activities of ODMAP
  • This position will require a person with as he/she will be collaborating with and educating varied agency and organization members, promoting the use of ODMAP (an overdose mapping tool) collecting relevant public health data for information sharing and providing threat specific and quarterly reports gleaned from the aggregated data
  • Serve as a neutral entity for sharing information regarding overdoses, fire rescue data, medical examiner death data, prison data, law enforcement data, emergency department admission data, drug court data, and any other sources deemed relevant to addressing the current substance abuse/opioid threat to our communities
  • Assist District Epidemiologist by collecting, organizing, and analyzing public health data
  • Prepare charts and graphs with narratives of information gleaned from the ODMAP aggregated data
  • Maintain a weekly report, describing in detail all meetings and conference calls attended and participated
  • Maintain a weekly report of the number of agencies with agency representatives interested in learning more about ODMAP, PDMP, the Statewide Strategic Plan, joining a Work Group, and summarizing successes, stumbling blocks and request for assistance
  • Participate in monthly conference calls coordinated by the State Office to provide updates on program accomplishments and issues encountered during the period and attend planned programmatic meetings
  • Attend and participate in the PHEP funded conference calls and statewide meetings and HPP funded Healthcare Coalition meetings
  • Attend national meetings to include the RX Summit (typically held in Atlanta) and the yearly mandatory grant meeting with CDC for all grantees
  • Develop and maintain a list of resources in conjunction with other states and local agencies and organizations that can be given to patients when their medical treatment provider is closed or no longer able to provide treatment services
  • Participate in at least one Strategic Plan Work Group

Minimum Qualifications

Bachelor's degree or higher in Public Health, Health Promotion, Program Development and/or Health Education and Virtual Classroom Education Development or a closely related field from an accredited college or university

OR

Bachelor's degree or higher in Mass Communication from an accredited college or university with Public Health, Law Enforcement, EMS, Healthcare knowledge/experience in new program development

Preferred Qualifications:

  • Degree and/or background in EMS or law enforcement
  • Experience as a first responder – LE, EMS, Fire
  • New program development participation
  • Development of a Strategic Plan
  • Actively worked 18-24 months in one of the mentioned fields
  • Provide a key role for state or regional opioid or substance abuse/overdose response program
  • Successfully Assisted in development of a work group that has or needs focused goals and objectives
  • Experience working with law enforcement, 1st responders, public health, and healthcare communities
  • Strong communication and facilitation skills
