CHARACTERISTICS OF CLASS:

Under general direction, performs routine tasks necessary to run full payroll cycle. Incumbents prepares and process payroll, tax returns, and other reporting documentation related to payables and payroll matters; assists and responds to internal and external technical payroll related questions; ensures conformance with administrative policies and regulations; resolves payroll technical issues and performs other related duties as required.

Examples of Duties / Knowledge & Skills

EXAMPLES OF ESSENTIAL FUNCTIONS:

Reviews time records submitted by all departments to ensure conformance with appropriate contracts and administrative policies and regulations. Communicates with departmental personnel in resolving discrepancies; verifies pay increases and computer file data for the current payroll period; reviews, edits documents, corrects errors and balances payroll for each pay period. Prepares and maintains all payroll processing documents and payroll reports, utilizing a computer-based payroll system; prints and distributes payroll warrants. Prepares and submits regular reports to state and federal agencies, including data on expenditures, employment, municipal finances, wages, and hours; compiles data and prepares monthly, quarterly, and annual financial reports relating to assigned functions. Prepares tax returns and other reporting documentation related to payables and payroll matters; prepares or processes insurance, and other miscellaneous billings, payments for disability, terminations, retirement, deferred compensation; compiles routine reports related to payroll activity. Maintains accumulated leave records for all employees, including annual and sick leave used and accruals, bonus accruals; adjusts and corrects computer file records. Provides information to other Authority personnel and the general public on matters related to payroll procedures and applicable laws, policies, rules and regulations; may provide lead supervision to clerical employees. Performs other job-related duties as assigned.

Minimum qualifications & Requirements

MINIMUM QUALIFICATIONS:

Minimum of two (2) years of increasingly responsible experience in accounting and payroll functions, including automated payroll processing systems -AND- graduation from high school supplemented by college coursework in Accounting. Associate in Arts degree in Accounting preferred.

Special Requirement: Must possess a valid California driver’s license.

Candidates will start at step one of an eight step salary range unless there are special exceptions in accordance with agency Personnel Rules.

  • HACLA retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years.
    • For Classic members, the pension formula is 2.7% at 55 with members contributing 8% of their wages towards their retirement.
    • For PEPRA members, the pension formula is 2% at 62, with members contributing 7% of their wages towards their retirement.
    • CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.
  • General Leave/Holidays/PTO:
  • Annual leave accruals vary, depending upon the type of job/position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
  • Newly Hired Annual Accruals:
    • At-Will/Non-Represented accrual per pay period 5.23 hours (17 days annually)
    • Council of Housing Professionals-Management accrual per pay period 4.15 hours (14 days annually)
    • Council of Housing Professionals-Administration accrual per pay period 6.78 hours (22 days annually)
    • Service Employees International Union (Local 721) accrual per pay period 6.78 hours (22 days annually)
    • Los Angeles County Building and Construction Trades Council accrual per pay period 5.23 hours (17 days annually)
    • American Federation of State, County and Municipal Employees accrual per pay period 6.78 hours (22 days annually)
  • 14 Observed Holidays:
