JOB DESCRIPTION SUMMARY
As part of the Human Resources Division within the County Administrator's Office, the Payroll Specialist will be primarily responsible to prepare and maintain bi-weekly payroll processing for all County Departments and follow through with all related tasks associated with payroll processing.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Human Resources Coordinator
SUPERVISION EXERCISED: The Payroll Specialist reviews payroll data submitted by county departments and may provide instruction on payroll processes and procedures to county departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which an employee may be expected to perform).

Perform responsible clerical and secretarial work requiring knowledge of departmental rules and regulations
Perform payroll processing for all County Departments on a bi-weekly basis, including non-union and union staff
Prepare and maintain payroll forms, records and summary sheets
Prepare detailed reports as required by federal and state laws
Maintain employee payroll records and files with proper wage assignments
Perform payroll entry and process all County payroll checks and disbursements
Work together with the Human Resource Coordinator to prepare the annual Personnel Budget and related personnel grant information
Maintain required office supplies, paper stock and forms
Maintain office forms and procedures for approval by department heads
Maintain and file employee payroll changes
Communicate with employees, departments and outside agencies regarding payroll related processes
Balance and prepare month, quarter and year end reports
Balance and submit quarterly Short Term Disability Employer FICA payments
Balance and submit quarterly 941 reports and payments
Prepare employee W2 statements and submit required forms to the IRS
Assist departmental users with payroll questions and processing
Work closely with Human Resource Staff on related processes and procedures
Assist where necessary within the Human Resource/Payroll office
Provide and participate in ongoing education with Department Heads and support staff for best practices in payroll reporting and processing
Provide backup up for Human Resources and County Administrator's Office
Perform related work as required

DESIRABLE EDUCATION, EXPERIENCE and/or QUALIFICATIONS: An employee in this class, upon appointment, should have the equivalent of the following training and experience.

Associates in Accounting preferred
Graduation from an accredited high school, supplemented by technical training in bookkeeping, accounting work and computer data entry
Two (2) to three (3) years of considerable experience in payroll processing and bookkeeping
Considerable knowledge of complex bookkeeping and accounting principles, practices and procedures
Considerable computer literacy with ability to be trained on specific software programs
Strong attention to detail
Strong ability to plan and organize
Ability to prepare complex financial and other records and reports
Ability to perform mathematical computations quickly and accurately
Ability to perform data entry procedures and produce computerized payroll reports
Considerable knowledge of departmental rules, regulations and activities
Ability to work extended hours during key times of the year (Example: last and first pay run of the year, W2 processing)
Ability to work independently and as part of the HR team
Ability to work effectively with County officials, department heads, employees and the general public

PHYSICAL ABILITY
This job requires frequent sitting, frequent talking or hearing, occasional gripping with hands or feeling with hands; typing/repetitive movement, occasional reaching with hands and arms, occasional walking, occasional stooping, kneeling, crouching or crawling, occasional standing. Occasional lifting of up to 20 pounds.

While performing the duties of this job, the employee operates within an indoor environment.
