Job Title:
Payroll/Benefits Technician / 12 month positions / 260 days

Reports To: Director of Finance

FLSA Status: Non-exempt


SUMMARY Performs complex and specialized technical work in the areas of finance involving the preparation and maintenance of payroll and benefit system.


ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned.

  • Prepares detailed payroll records, reports and documents for school division employees.
  • Prepares complex federal and state tax withholding reports, year end W-2's, quarterly reports, etc.
  • Verifies proper coding of payroll input and posts payroll data as required.
  • Prepares special withholding and benefit checks.
  • Prepares manual paychecks due to payroll adjustments.
  • Prepares reports of payments received and reconciles to financial records.
  • Responds to questions regarding payroll checks, deductions, etc.
  • Researches and resolves problems in payroll records as queried by employees and/or supervisors.
  • Enrolls new employees in benefit plans.
  • Processes status changes and reviews claims.
  • Prepares open enrollment process, documentation and schedule with assistance from supervisor.
  • Processes open enrollment benefit plan transfers.
  • Maintains vendor contact to investigate discrepancies and provide information in non-routine situations.
  • Provides vendors appropriate documentation for life, pension, and disability benefits claims.
  • Assists in preparing materials and in presenting benefit plan changes to employees.
  • Responds to notifications from state agency regarding unemployment claims filed by former employees.
  • Issues annual individual summary of benefits to employees.
  • Maintains employee benefit files and other record keeping.
  • Process all retirees’ applications and paperwork.
  • Monthly VRS/ICMA-RC reporting.
  • Completes employment verifications requiring payroll information.

  • Knowledge of accounting and bookkeeping procedures, practices and operations of a public school.
  • Ability to meet schedules and timelines.
  • Ability to establish and maintain a variety of record keeping, reference and data collection systems.
  • Ability to write routine reports and correspondence.


EDUCATION and/or EXPERIENCE

Candidate must posses any combination or education and experience equivalent to graduation from high school. General accounting/bookkeeping and office computer skills with commonly used software programs required.
