Part Time Subject Matter Expert (SME)/facility operations consultant needed to support NVE’s proposal effort for the upcoming Missile Defense agency (MDA) Mission Support Facility Sustainment (MSFS). Actual MSFS work is performed at following locations:

  • Huntsville, AL
  • National Capital Region (NCR) (Fairfax, VA; Ft. Belvoir, VA; Lorton, VA)
  • Dahlgren, VA
  • Vandenberg Space Force Base, CA
  • Pacific Missile Range Facility, HI

SME will provide information and assist in new business development in a virtual part-time role.

The MSFS contract involves a full range of services including but not limited to:

  • Facility operation and maintenance
  • Materiel supply, warehousing, storage.
  • Systems furniture storage, moves, and relocation.
  • Minor facility repair, restoration, and modernization.

The SME will have had direct work MDA MSFS experience at one or more of the MDA facilities as either former active duty, civil servant, or contract employee. The SME will hold specific knowledge of:

  • MSFS activities performed at one or more of the MDA facilities.
  • Strengths and weaknesses of incumbent MSFS contractor(s).
  • MDA concerns and hot buttons in running physical infrastructures.
  • Issues with how incumbent contractor(s) are performing MSFS services.
  • Unique materials/supplies/equipment needed to perform MSFS functions.
  • Unique electrical, mechanical, preventive maintenance, predictive maintenance, and/or operating equipment characteristics.
  • Unique operating issues at different buildings given older age and need for continued maintenance.
  • Tenants and types of work performed.
  • Minor engineering and construction performed.
  • Local vendors, supplies, and equipment providers.

Other duties to include:

  • Identify potential candidates to serve to as project manager or other key positions.
  • Identify potential local vendors/suppliers providing needed material, supplies, and equipment.
  • Assist in development of proposal win themes.
  • Review draft technical and management proposal written material.

The SME reports directly to the NVE capture manager.
