Job Summary

This position is responsible for safety, security and operations support in the neighborhoods surrounding House of Charity, and other Catholic Charities Eastern Washington programs. Shifts may vary.

Job Duties/Responsibilities

To perform this job successfully, an individual must be able to satisfactorily perform each of the essential duties/responsibilities listed below. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties/responsibilities of this job.

  • Ensures that the rules are being observed and that it is a safe environment for residents, patrons, staff, guests and volunteers. Maintain safety and security by monitoring all general access areas and the surrounding neighborhood.
  • Composes/writes with correct structure, spelling, and grammar in order to complete daily police reports and court citation documents. Uses basic knowledge and submits Police reports through email.
  • Completes and submits all reports/memos within twenty-four hours of the incident. All reports are resulted from neighborhood patrols, calls from tenants or staff and interactions with neighboring businesses daily, weekly, monthly, as requested by CHC Leadership.
  • Completes regular reports on the neighborhood patrols and interaction with neighboring businesses daily, weekly, monthly, as requested by CHC Leadership.
  • Uses verbal skills to de-escalate disruptive situations involving persons at the CHC Housing locations and other Catholic Charities locations.
  • Provides a visible presence of authority on the street, to observe, to report, intervene and prevent street disorders.
  • Enforces the no-loitering policy on all neighborhood property within the boundaries of the established neighborhood. This includes those residing in their car. Safety staff makes note of maintenance issues such as graffiti that needs to be addressed and picks up garbage while patrolling the neighborhood.
  • Responds to calls Both Non-Emergency / Emergency, identifies drug dealers, Contact Individuals Under the influence of Narcotic or intoxicating substance, Trespassing, Urinating/Defecate in public, contact individuals with open containers of alcohol, Disorderly Conduct, Fighting, Simple Assault, Theft, CIT Response, Burglary, obstruction, interfering with Official Duty, and other predatory individuals coming on to the properties of the neighborhood. While keeping individuals known to have weapons under surveillance, making police calls as necessary.
  • Enforces consistent consequences for undesirable behavior within the authorized boundaries identified by SPD, and all Catholic Charities properties, based on SPD memorandum, special commission requirements and Catholic Housing Communities policies/practices.
  • Maintains contact and a cooperative relationship with CCEW Housing Sites, and neighbors, and perform periodical check-ins each day, making notations in appropriate log.
  • Sustains an ongoing cooperative relationship with police and other local community security officers or associations.
  • Provides relevant safety awareness trainings for clients, staff, residents, counselors, and volunteers as requested by CHC Leadership.
  • Acts as Safety and Security POC (point of contact) to on duty operations and administrative staff.
  • Performs other relevant duties assigned by Supervisor and Administrative staff, performing as a team member to assure that productivity outcome measures are achieved for the operations of the shelter. Other duties may include, but are not limited to, picking up litter or assisting with shelter coverage during staffing shortages.
  • Utilizes security surveillance of Housing and House of Charity’s security systems to identify problem individuals within the neighborhood.
  • Through regular interactions with clients, residents, guests, and patrons makes appropriate referrals to relevant social services.
  • Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
  • Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor.
  • As a mandated reporter, follows all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect.
  • Regularly utilizes all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor.
  • Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine.
  • Performs related functions necessary to support the mission and core values of Catholic Charities.

Job Qualifications

To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill and/or ability required to perform this job.

Education/Experience: to perform this job successfully, an individual should have an associate degree in Criminal Justice or related field. Minimum 1 year (12 months) prior security experience. Demonstrated leadership, management, safety, and protection skills are mandatory. Ability to compassionately interact with the mentally ill, substance abusers and homeless populations. Have a basic knowledge of Word, Office, and PowerPoint.


Certificates/Licenses: To perform this job successfully, an individual must have a valid Driver’s License and ability to drive for work use. Successfully pass background check applicable to position. Must be able to obtain a special commission from the Spokane Police Department within 12 months of employment.

Physical Abilities: To perform this job successfully, an individual must be able to:

  • Regularly stand, climb, walk, hear/listen, talk
  • Frequently lift up to 40 pounds, pull/push, carry, grasp, reach, stoop, kneel
  • Occasionally sit, crawl
  • Clearly see 20+ feet, with or without corrective lenses, ability to focus
  • Wear, use, operate the appropriate personal protective equipment, tools, and uniforms assigned to them, at the discretion of Safety supervisor(s) and CHC leadership
  • Proof of COVID-19 vaccination upon hire

Workplace Environmental Conditions

While performing the essential duties/responsibilities of this job, the employee will be:

  • Noise Conditions: exposed during a shift to constant or intermittent sounds at moderate to loud levels of sound dependent upon the activities of the Shelter or neighborhood.
  • Exposure to Trauma: Employees of Catholic Charities Eastern Washington provide direct services to vulnerable community members including those who have behavioral health challenges and those who have been exposed to trauma.
  • Heat: subject to high temperatures
  • Cold: exposed to low temperatures
  • Strong smells: such as urine or body odor.
