Job Summary


*This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and telework.*

*Approximately 10% travel, with overnight travel, an average of 3 times per month and is arranged by the employee.*

*This posting is used to fill multiple vacancies. Two positions will focus primarily on mental health and children’s residential facilities and two will focus primarily on substance use disorder programs.*

This position exists to execute the responsibilities of the Commissioner of Human Services pursuant to the provisions of the Human Services Licensing and certification Act, the Background Study Act, Reporting of Maltreatment of Minors Act, Reporting of Maltreatment of Vulnerable Adults Act (VAA), Minnesota Data Practices Act, and the Health Insurance and Portability and Accountability Act and other applicable state and federal laws and rules governing the provision of services by a DHS license and/or certified program or service.

Licensor II’s are responsible for:

  • Assist unit supervisor/manager in tasks that support the unit such as distribution of caseloads, data and trend analysis, data reporting, researching complex policy and protocol issues.
  • Train new licensors on division protocols, resources, and systems. Review and edit compliance orders of new staff to assure that they comply with division protocols and standards.
  • Investigate complaints of alleged licensing and certification violations, conduct licensing and certification and certification inspections, and evaluate applications, changes in the terms of a license and/or certification and variance requests to determine compliance with and to enforce licensing and certification and certification requirements. The requirements apply to a wide range DHS license and certified residential and nonresidential programs serving children, vulnerable adults, and others in the areas of children residential facilities, mental health, and substance use disorders.
  • Develop and enforce corrective action plans and interventions, as applicable, to assist license and/or certification and certification holders in complying with regulations that ensure the ongoing protection of the health, safety, and rights of the children and adults served in these facilities.
  • Interpret the requirements of laws and regulations that apply to all DHS license and/or certified programs as listed above and the fourteen service specific regulations that apply to the type of service, respectively.
  • Assist unit supervisor/manager with the development of licensing and certification policies, procedures, protocols, and forms that are designed to achieve a high level of quality and consistency in investigations, inspections, and subsequent actions. Exercise independent judgment in the application of agency policies and procedures.
  • Complete licensing and certification actions that are subject to public scrutiny through the license and/or certification holders’ and applicants’ rights to due process and through public posting of the most frequently requested licensing and certification action on the DHS website. Work must be able to be upheld under legal challenge, including administrative reconsideration, and licensors are called upon to testify in contested case hearings. Adhere to state and federal data practice requirements including those that are specific to certain services such as chemical dependency treatment.
  • Coordinate work with other divisions and external state and federal agencies related to funding and fiscal program integrity issues. This includes joint investigations when the issues extend beyond program licensing and certification standards (e.g., fraud investigations).
  • Work with stakeholder groups, including those that are internal and external to DHS. Provide training to provider organizations and providers whose license and/or certifications are under negative action.

Qualifications

Minimum Qualifications

3 years professional experience in a regulatory or compliance position or involved in the development and implementation of mental health or substance use disorder treatment planning in a DHS licensed or certified organization that provides services to people with substance use disorder and/or mental health or youth in children residential facilities.

Experience must demonstrate the following:

  • Knowledge of DHS Statues and Rules governing substance use disorder, mental health or youth in children residential facilities
  • Ability to organize and schedule multiple tasks
  • Knowledge of technical writing

A Bachelor's degree or higher in Human Services, Social Work, Sociology, Psychology or a related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Experience in leading the operations of a licensed mental health and substance use disorder treatment program or children residential facility
  • Experience training and providing leadership to direct care service workers, including developing, implementing, monitoring, investigating, and evaluating outcomes and program effectiveness
  • Knowledge of state protocols and tools used to conduct licensing reviews and investigations
  • Licensed as Mental Health Professional or Alcohol and Drug Counselor
  • Variety of experiences working effectively with others from different backgrounds and cultures

Additional Requirements

  • A Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
