The Department of Revenue's (DOR) Information Services division is looking for an accomplished IT Project Manager to join the Planning & Delivery Section to serve in the highest level Project Manager position in the division. This position focuses on implementing medium to large-scale enterprise-level projects with medium to high level risk severity and change. This IT senior specialist position provides project management strategic planning, technical and organizational leadership ad consultation for successful delivery of technology solutions for highly complex, customer-facing information technology service deliverables.

Duties

Within ISD, the Planning and Delivery Section provides expertise, guidance, and oversight that ensure services are delivered through project management, business analysis, architectural work, planning, and testing activities.

As an IT Project Management Senior/Specialist, your primary focus is implementing medium to large-scale enterprise-level projects with medium to high level risk severity and change impacting other agencies or external governments. You will provide strategic planning, technical and organizational leadership and consultation for the successful delivery of technology solutions for highly complex, customer facing Information Technology service delivery initiatives. In this position, you can expect to:


  • Applying project management methodology and leverages consistent and repeatable applications of those practices across a highly diverse technical landscape.
  • Managing assigned high risk/high visibility projects to successful completion.
  • Providing expert consultation and status to all stakeholders.
  • Using DOR PMO templates, author project charters, plans, work breakdown structures, project schedules and gain team and project sponsor acceptance of these and other critical project artifacts.
  • Working with agency and Information Services Division change leaders, trainers, and release
    management to ensure smooth transitions and expectations for all project work.
  • Coordinating and leading Project status meetings
  • Preparing and presenting project progress and status reports.
  • Identifying, tracking, and exposing project issues and risks in a timely manner.
  • Observing release management, change management, and configuration management protocols.
  • Setting deadlines, assign responsibilities, and monitor work progress using project management standard practices.
  • Managing project resources assigned to competing priorities.
  • Facilitating analysis discussions regarding project decisions and developing decision papers that support the options, analysis, and team recommendation to project IS and Business sponsors.
  • Providing expert level insight and experience to recommend mitigation for deviation from plan.
  • Assuming responsibility for various organizational and obligatory deliverables including Office of the Chief Information Officer and WA Tech coordination when necessary.
  • Contributing experience in technical and tactical approach to problem resolution for projects or other efforts requiring coordination and resource management activities.
  • Proving continuously improve IT Project Management methods, procedures, and practices among peers, and peer-resource sections within DOR/ISD as well as with other WA State agency peers and industry practitioners.

Qualifications

Required


  • A Bachelor’s degree AND five (5) years of experience managing IT system or development projects of increasing size and complexity. One year of additional qualifying experience may substitute for two years of education.
  • Knowledge of technology systems such as
    • Applications,
    • Databases,
    • Network operating systems,
  • and how they are used in conjunction to create information systems through a prescribed Software Delivery Lifecycle (SDLC).
  • Knowledge of Project Management Institute best practices and standards.
  • Experience with project management software and tools.
Desirable Education, Experience, or Certifications:
  • Industry certification or coursework in project management is desired.
  • Extensive experience in Information Technology. Preference may be given to candidates with a bachelor’s degree in Management Information Systems, Computer Science, or other relative area of study.
  • Experience managing SaaS implementations, Cloud Based Infrastructure, or COTS products as technology solutions within an IT division and agency of a comparable size.
  • Experience performing organizational leadership and technical consultation to design, develop and implement mission critical agency wide, complex application or systems.
  • Progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
  • Experience managing OCIO Oversight projects following gated funded technology budget guidelines and principles.
  • Experience managing waterfall, hybrid, and agile projects.
Don't quite meet the IT Project Management – Sr. Specialist qualifications , but think you might be a great fit on our team? No problem. We're willing to fill this position as an in-training from the IT Project Management – journey level. We may also consider filling this position from the IT Project Management – entry level job class. This means you would have an assigned training plan which includes classroom and on the job training. Advancement through the In-training plan is expected to last 12 months at the IT Project Management – Entry Level, and 12 months at the IT Project Management - Journey level.

  • A Bachelor’s degree AND four (4) years of experience managing IT system or development projects of increasing size and complexity using industry standard project management methodologies and practices.
  • Knowledge of Technology systems such as:

    • and how they are used in conjunction to create information systems through a prescribed Software Delivery Lifecycle (SDLC).
  • Knowledge of Project Management Institute (PMI) best practices and standards.
  • Experience with Project Management software/tools, such as MS Project.

  • A Bachelor’s degree AND three (3) years of experience managing IT system or development projects of increasing size and complexity using industry standard project management methodologies and practices.
  • Knowledge of Technology systems such as:

  • Experience with Project Management software/tools, such as MS Project.
