The City of Norfolk is seeking a Human Services Aide to join the Community Services Board.
This position provides direct services to persons exiting homelessness and/or state operated mental health facilities and into the community. Provides a combination of outreach, advocacy, monitoring, resource coordination and follow up for persons served.

The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the CSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. Departmental Hiring Salary Range: $37,440-$43,056

Essential Functions

Essential functions include but are not limited to:


  • Assists personnel by entering data, performing clerical work, preparing correspondence, providing customer service and maintaining reports and records.
  • Active engagement of persons that are enrolled in permanent supportive housing program. Assists with members to ensure proper upkeep of their housing units. Expected to provide very hands on training (cooking, cleaning, grocery shopping) with each enrolled member.
  • Maintains records and completes chart documentation on all assigned members according to Norfolk CSB policies and procedures including state regulations.
  • Develops and maintains linkages with other local community support agencies, recreation providers, vocational resources, benefit programs, and psychosocial supports.
  • Provide activities to overcome barriers to successful housing attainment.
  • Interacts with landlords to ensure access and maintenance of housing units.
  • Provide services in a person-centered environment, utilizing best practices and methods as directed by the grant activities.
  • Work in the field, consumer homes, and in the office, plus providing services in community settings such as streets, public spaces, and benefits offices.
  • Act as consumer advocate to ensure their voice is heard and barriers are overcome to meet critical and preference needs, especially related to housing.
  • Provide direct assistance including attending appointments with consumers.
  • Crisis counseling as needed

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Experience working in a homeless shelter setting

One year behavioral health experience is preferred.
