Job Goal:

To supervise and provide direction for the Parent, Family, Community Engagement (PFCE) component in order to promote building relationships with families that support family well-being, strong relationships between parents and their children, and ongoing learning and development for both parents and children. Coordinate and implement wraparound services for preschool programs. To support recruitment and enrollment of children into the program.

Essential Responsibilities:

  • Submit all necessary reports to the Head Start/Early Head Start Director in order to carry out the administration and management of the PFCE components.
  • Monitor compliance of Family and Community Partnerships work plans with the performance standards.
  • Serve as the contact person for Human Service agencies for social service issues and concerns.
  • Support Child & Family Data Manager in the recruitment, selection and enrollment of Head Start/OPK/Early Head Start children and families as specified in Performance Standards.
    • Participate in Selection Committee.
    • Support public relations process for program recruitment as developed by Child & Data Manager.
    • Support Family Advocates with recruitments and enrollments as needed.
    • Support the agency maintaining full enrollment.
  • Support the ERSEA system
    • Be knowledgeable of agency eligibility requirements
    • Organize and implement the recruitment process
    • Ensure full program enrollment and maintenance of a sufficient wait list
    • Verify income and eligibility qualifications of children and families, and ensure applications are complete and data is accurately entered into the ChildPlus database
    • Create and maintain record keeping and reporting policies for waitlists, enrollment, attendance, timelines, schedules and procedures in accordance with designated state and federal program requirements
    • Ensure ongoing monitoring, tracking, follow-up and analysis of enrollment data
    • Conduct training on ERSEA-related topics, as well as annual training on the selection policy
    • Ensure that highest risk families are referred to services needed and that education and support are available for the family
    • Ensure that recruited applications are included on the waiting list for the assigned agency service area
    • Submit completed reports to supervisor in a timely manner
  • Maintain a system for making social services referrals and act as a liaison between UMCHS and the community.
    • Orient and provide training to staff and community partners on family strengthening.
    • Ensure that community resource directories are updated annually.
    • Ensure that there is a written policy with procedures for responding to emergency and crisis situations.
    • Assist Family Advocates and Child and Family Advocates in implementation strategies for family and community strengthening
    • Work with staff and community partners to ensure that families identified as high-risk access needed services and develop needed support systems.
  • Support the implementation and planning of parent education and parent support groups for Umatilla- Morrow Head Start, Inc.
    • Support and promote a parent education/support group plan is developed and implemented.
    • Support the development of support group linkages with community agencies
    • Coordinate with the Oregon Parent Education Collaborative (OPEC) to ensure parent education is provided to Head Start programs.
    • Ensure parent education is offered through home visiting on subjects such as parenting, skill building, resource building, etc.
  • Plan, coordinate and supervise the Parent Engagement Program.
    • Develop strategies for involving parents in all components of the program, with particular emphasis on involving paternal figures
    • Work with the Volunteer Coordinator to engage families and the community in volunteer opportunities.
    • Be a member of the Wellness Day committee to ensure that parents are involved in the planning of the day.
  • Plan and Coordinate the Intensive Case Staffing process
    • Coordinate with component leads to identify needs of children families and create a process to ensure wraparound services are implemented.
    • Schedule monthly ICS meetings.
    • Track follow-up in child database.
    • Coordinate wraparound meetings at the center level.
  • Track all Child Abuse & Neglect Reports and follow-up
    • Ensure procedure for reports of suspected abuse and ensure appropriate follow-up occurred.
    • Ensure that there exists a written interagency agreement with Chastain & Associates, and DHS Child Welfare.
    • Ensure staff, parents and policy council receive training on child abuse policies and procedures.
  • Develop and coordinate ongoing processes related to community development and community leadership activities.
  • Assist Head Start/Early Head Start Director with program planning, development, and operation.
  • Support Family Advocates and staff in recruitment of Policy Council members
  • Be a trainer for Families as Partners, Motivational Interviewing, and other trainings as assigned.

Education Requirements:

  • Bachelors or Masters (preferred) degree in a field related to Social, Human, or Family Services. MSW/LCSW or Masters in Counseling/Psychology preferred.

Experience and Skills Requirements:

  • A minimum of 3 years experience in Management/Supervision and Social Services.
  • Head Start experience (preferred)
  • Community service experience (preferred)
  • Ability to coordinate and/or conduct training sessions (preferred)
  • Multi-cultural experience (preferred)
  • Adequate means of transportation.
  • Desire to work with low-income children and their families

Physical Requirements:

The physical demands and work environment described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Sit for long periods of time with daily use of computer screen;
  • Do tasks involving repetitive arm and hand movements, such as heavy word processing/keyboarding, using various office tools to collate, punch, cut, or stamp paper and other repetitive or high-volume tasks such as bulk mailings, filing projects, etc.;
  • Occasional filing is required. This would require the ability to lift files, open filing cabinets and bending as necessary;
  • Occasionally required to stand, walk and reach with hands and arms;
  • Occasionally lift and/or move up to 10 pounds
  • Drive a private or Agency vehicle; must possess a valid driver's license and personal automobile or provide a plan that will allow fulfillment of position requirements. (A DMV Record check will be conducted prior to hire)

  • Current enrollment in the Child Care Divisions Central Background Registry

  • Ability to drive a private or Agency vehicle; must possess a valid driver's license and personal automobile or provide a plan that will allow fulfillment of position requirements. A DMV Record check will be conducted prior to hire.

  • Fluent in English both verbally and written
