DEFINITION: Under general supervision, oversees and directs the activities of subordinate personnel in the repairs, modifications, renovations and new construction projects within the properties occupied by Hamilton County Sheriff’s Office; and performs related duties as assigned.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. TASKS: Plans, organizes, manages and coordinates the operation and maintenance of HCSO buildings and contracted repair and construction services and directs the work of general maintenance and staff. Supervises assigned employees in the day-to-day operation of the division; provides training, ongoing evaluation and support; assures personnel have a clear understanding of their duties; provides guidance, direction and counseling; ensures weekly work reports, work schedules, overtime and leave authorizations are accurate.

Reviews work orders and determines priorities considering available staff, budget and inventory. Reassigns employees between crews and projects as needed to meet deadlines and workload demands or to cover absentees for other tasks as needed by the Sheriff’s office.

Ensures the work is completed in a timely manner and that work is performed in accordance with Departmental policy and standards; ensures that safety standards are observed; meets with fire, safety and regulatory inspectors to discuss possible hazards and corrections; works with departmental representatives and officials to determine scheduling and the nature of building alterations and repairs; provides information on possible alterations and time and material costs; schedules work to minimize disruption to HCSO operations.

Manages preventative maintenance and equipment records through support staff; develops specifications for bidding purposes; contacts suppliers to locate and expedite delivery of materials and supplies; meets with contractors and consultants to provide and obtain information on facilities and equipment involved.

Provides project management for contract projects; develops project calendars; coordinates materials and staff for large projects; directs and prepares cost estimates and orders materials for major projects; coordinates the work of private contractors engaged in alteration or repair of buildings; inspects work of contractors to see that work is performed properly.

Interacts with government officials and HCSO public information contacts in order to explain, coordinate and organize funds through grants and budget requests; assists in information requests from media, county commission and the general public.

MINIMUM REQUIREMENTS: Must have a high school diploma or GED and a minimum of two (2) years of experience in maintenance related work, project management, engineering, or architectural/construction design. Preferred candidate will have supervisory experience in maintenance or project management. Preferred candidate will have experience with county purchasing rules including experience in drafting specifications and handling requests for proposals (RFP).

PHYSICAL REQUIREMENTS: This classification involves work performed in office, warehouse, correctional facilities, driving and in an outdoor environment. May be required to lift and carry items weighing up to fifty (50) pounds. May be exposed to dangerous machinery and extreme weather conditions. Will be exposed to incarcerated inmates of different security levels inside the correctional facilities and monitoring maintenance completion at various sites. The Hamilton County Sheriff’s Office promotes a drug/alcohol-free work environment through the use of pre-employment and random drug testing.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of Tennessee Code Annotated (TCA) and related administrative guidelines, federal, state, and local regulations relating to area of responsibility.

Knowledge of OSHA and TOSHA regulations.

Knowledge of Hamilton County and surrounding municipality building codes.

Knowledge of Hamilton County Insurance Requirements Manual, HCSO policies and procedures.

Knowledge of the fundamental principles of supervision and project management principles.

Skill in reading, interpreting, understanding and applying Tennessee Code Annotated (TCA), related policies and procedures, applicable Federal and State rules and regulations, Hamilton County Regulations, Policies and Procedures.

Skill in reading blueprints, understanding design specifications, and equipment operation manuals.

Skill in planning, organizing, developing and leading superintendents and section staff to the achievement of section goals and priorities and ensuring compliance with regulations.

Skill establishing and maintaining cooperative working relationships with the public, department staff, and other County departments.

Skill effectively communicating in both oral and written form.

Job Type: Full-time

Pay: $55,245.00 - $82,867.00 per year
