JOB DESCRIPTION
The Terlingua Fire & EMS board of directors is looking to hire an EMS Director to lead, support, and oversee, the day-to-day operations of a remote ALS Service. This individual will replace the existing outgoing Fire & EMS Chief.

BACKGROUND INFORMATION Terlingua Fire & EMS is located in the southwest Texas town of Terlingua, situated between the Big Bend National Park and the Big Bend Ranch State Park. TFEMS is an independent 501c3 organization, under contract with Brewster County, to provide emergency services to the southern half of Brewster County, TX, which includes the local community population, Big Bend National Park, Big Bend Ranch State Park, a growing Tourism Industry, and special events.

The TFEMS organization consists of:

  • Emergency Medical Services with EMTs certified from Paramedic to Basic EMT skill levels, and a fully equipped ambulance.
  • A Volunteer Fire Department, consisting of volunteers trained at the Brayton Fire Training Field at Texas A & M University, College Station, TX, and equipment that includes one engine, a 4000-gallon pumper/tender, a wildland fire vehicle, a backcountry rescue vehicle, and a command vehicle.
  • TFEMS offices and equipment are housed in the South Brewster County Emergency Services Building which also provides training facilities.

MINIMUM QUALIFICATIONS & EXPERIENCE

  • AEMT certification.
  • Leadership and management experience at the troop level with some administrative and budget experience
  • 3 years in a supervisory role in fire or emergency medical services and/or incident commander experience.
  • 5 years experience in Emergency Medical Services

PREFERRED QUALIFICATIONS & EXPERIENCE

  • NREMT Paramedic certification or Texas Paramedic License
  • Firefighter Level 3 or 4 (lower levels may be acceptable if desired levels can be achieved after joining TFEMS)
  • Associate of Applied Science Degree in Fire Science and Emergency Services, Bachelor’s Degree in Public Administration or closely related field.
  • 5 years experience in Wildland Fire and Structural Fire Suppression

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR THIS POSITION

  • Knowledge in Fire and EMS Operations, including NIMS Incident Command
  • Skill in the Maintenance and Training on Emergency Equipment
  • Skill in training and managing EMT staff and Volunteer Firefighter personnel
  • Ability to instruct and define monthly local fire and EMS training
  • Skill in organizational practices and verbal & written communication
  • Ability to participate in community outreach and public relations
  • Ability to participate in managing a mutual support partnership with the Big Bend National Park and Big Bend Ranch State Park
  • Ability to assist with regional Fire & EMS operations and training, and, attend and oversee annual fire training school
  • Ability to interact and coordinate with regional agencies including, local law enforcement, National Park Service, Texas Parks & Wildlife, and Homeland Security
  • Ability to coordinate with regulatory and funding agencies including DSHS, JRAC, Brewster County and others
  • Ability to work with administrative staff and knowledge of administrative practices
  • Skill in budget preparation and management
  • Ability to participated in local fundraisers and pursuit of grants to help fund new equipment.

INFORMATION RELATED TO WORKING CONDITIONS:

  • Required to work hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays Required to be on call for 24-hour shifts
  • Required to perform work outdoors, occasionally in adverse weather conditions
  • Required to perform manual labor including, lifting supplies and materials up to 50 lbs.
  • Required travel to fire training school, to agency meetings and conferences as required.
