Position Information

This position is located in the Code Enforcement division of Community Development.

Essential Functions

Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.


Organizes, prioritizes, and assigns work: develops and monitors work schedules to ensure adequate coverage and control; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the agency director and other County administrators as requested.


Assists with the development and administration of the annual budget: makes recommendations regarding staffing, equipment, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation.


Attends meetings, serves on committees, and makes presentations as needed; participates in and represents the department at review committees, task forces, policy committees, multi-jurisdictional meetings, command meetings, staff meetings, homeowner's associations, workshops or other community events.


Develops, recommends, updates, and implements policies and procedures for the division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; and ensures division activities comply with established policies and standards.


Develops, plans, and implements long- and short-term strategic plans, goals, and objectives for the division: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements.


Maintains a comprehensive and current knowledge of applicable laws, regulations, and standards: maintains an awareness of code enforcement methods, practices, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.


Performs other related duties as assigned.


Minimum Qualifications

Bachelor's Degree in Criminal Justice, Urban Planning, Public Administration, or related field required; supplemented by five years of progressively responsible experience in code enforcement, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licenses and Certifications

Must possess and maintain a valid Driver's License.

Physical Abilities

Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, fumes, temperature and noise extremes, unsafe structures, heights, confined spaces, or rude/irate customers.
