Rate of Pay: $78,000 - $83,000/annually, plus benefits
Location of Position: The Village of Horseheads
Hours of Work: 7:00am-3:30pm Monday thru Friday (overtime as needed)
Closing Date: May 31, 2023
A public works director is responsible for all personnel within a public works department including, but not limited to day-to-day maintenance of the Village's infrastructure services such as street maintenance, water system operations, and emergency response for snow and ice, flood, severe weather mitigation.
Qualifications:
- Graduation from a regionally accredited or New York State college with a degree in civil engineering and five (5) years of engineering experience I street construction and maintenance or water production, treatment, distribution and maintenance, two (2) years of which shall have been in a supervisory capacity or
- Graduation from a two (2) year college with an Associates degree in civil engineering with six (6) years of engineering experience in street construction and maintenance or water production, treatment, distribution, and maintenance, two (2) years of which shall be in a supervisory capacity or
- Graduation from high school or possession of an equivalency diploma and seven (7) years of experience in street construction and maintenance or water production, treatment, distribution, and maintenance, or oversight of a public works department comprising of both of these functions, five (5) of which shall have been in a supervisory capacity
- Possession of a Valid New York State Driver’s License
- Ability to pass the required Director of Public Works Civil Service Exam within one year of employment date.
Typical Work Activities:
- Oversee maintenance of streets, Village owned sidewalks, grounds and facilities
- Develops proposed annual construction and resurfacing of streets program,
- Supervises the work of subordinates in the construction, repair and maintenance of streets, drainage facilities, sidewalks, parks, parking lots, water supply, water mains and water service
- Plans and oversees the removal and remediation of ice, snow, and debris from street and other Village property
- Oversees the cleaning of ditches, culverts, basins, streams, and drainage
- Coordinates Village sidewalk replacement program
- Coordinates tree and other vegetation planting, trimming, and removal
- Recommends the purchase of materials and equipment for department use
- Prepares and submits cost estimates on proposed projects
- Furnishes reports on departmental activities and functions to the Village Manager
- Prepares annual departmental operating budget
- Periodically inspects Village owned buildings, grounds, roads, parks and water facilities
- Procures or assists in procuring funding through grants, compiles and maintains detailed accurate records of same
- Compiles and maintains records for expenditures, equipment, asset inventory, maintenance, et cetera
- Attend various meetings
