Essential Duties and Responsibilities

  • Ensures that County buildings and facilitates are safe and healthy for occupants.
  • Performs visioning and implementation tasks at a higher level of organizational responsibility, which normally has a significant financial, policy, or impact of actions/tasks than lower-level positions.
  • Develops and promotes services, policies and/or programs to improve the effectiveness or efficiency of Facilities Management or the overall County.
  • Directly responsible for management of Facilities Management employees.
  • Conducts management analysis or problem solving of issues affecting the department. Assesses the effectiveness of service delivery methods, identifying opportunities for improving service and implementing improvements.
  • Performs or oversees the activities of managers and supervisors in the performance of all managerial functions to plan, organize, prioritize projects/tasks, acquire/assign staff, coordinate, review and control the department in full compliance with existing laws for achievement of both short and long-term goals.
  • Maintains good working relationships with other agencies, county, state and federal departments and keeps staff and supervisors informed of joint ventures and/or resources.
  • Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy.
  • Attends various committee meetings and may represent the County on local boards.
  • Administers and supervises Facilities Management personnel matters which include hiring, termination, employee review/evaluation, motivation, recommending pay increases or actions, approving leaves and new hire training, and recommending continuing education opportunities that are available for staff.
  • Supervises personnel matters including disciplinary actions and resolution of departmental employee disputes.
  • Acts as resource for staff questions regarding customer, client or citizen issues, policies, etc.
  • Directs the development and administration of Facilities Management’s annual budget, including capital and operational cost expenditures. Monitors costs and levels of staffing, equipment, materials and supplies, and monitors and approves expenditures as well as implements cost saving programs.
  • Maintains knowledge of skills, processes and best practices in area of responsibility.
  • Performs all other related duties involved in the operation of the business as assigned or required.
  • Develops and administers the County’s building construction and renovation projects. Responsible for projects’ scope, budget and schedule.
  • Develops and administers the County’s facility space master plan. Responsible to ensure that County departments’ building space needs are addressed.
  • Responsible for leading the effort of acquisition, development and deposition of real property.
  • Provides strategic planning and analysis to minimize capital and operational costs of the buildings and facilities.
  • Develops and administers the County’s facility deferred maintenance and building repair plan. Recommends and implements strategies to minimize life cycle costs of building systems.
  • Develops project analysis, scope, total capital budget, cash flow analysis and project schedule for the County’s facility capital improvement programs. Responsible to ensure that each CIP project meets the needs of the users and is constructed within budget and schedule.
  • Plan and implement sustainable building strategies for the design, construction and operation of County buildings to minimize negative impacts on the environment.
  • Provides master plan updates, specific project updates, and update of project schedules to the Commissioners Court and County Administrator’s Office on a regular basis. Ensures that elected officials and departments are given timely notice and updated on a regular basis regarding ongoing building operations, renovations or new construction that may impact their county business.
  • Negotiate leases and agreements for property leased by the County.
  • Negotiate contracts for design and construction of buildings and facilities. Responsible for all divisions of the department; Building Services, Construction Services, Support Services (includes reprographics, recycle, mail room and event setup/move services) and others as assigned by Commissioners Court.
  • Responsible for management of county building security systems such as card access, surveillance camera systems, duress systems.
  • Responsible for compliance of Texas Commission on Jail Standards as it relates to jail building systems such as HVAC, electrical, plumbing security systems, general maintenance.
  • Responsible for management of employee and public parking operations.
  • Performs all other duties as required.

Minimum Requirements

TO APPLY, must have a Bachelor's degree or higher. Degree in a technical or business field is preferred.

TO APPLY, must have Five (5) full-time years of related work experience (Note: Related Executive Management).

Understanding of facilities management principles, functions, and processes.

Ability to understand and use building construction documents, communicate clearly and concisely, and estimate construction costs and deadlines accurately.

Working knowledge of construction methods and means.

Working knowledge of commercial building systems, building codes, and day-to-day building operations.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

Physical Demands and Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to walk, sit, stand, bend, stoop, grasp, lift, reach, pull and push. This position may require overtime, rotating shifts nights, evenings, weekends and holiday work. Candidates must have the ability to pass a criminal background investigation prior to employment.
