About the division:
The Clinical Quality and Care Transformation (CQCT) division makes clinical policy decisions that guide medical coverage, maintain quality standards, and ensure evidence-based practices for those on whose behalf HCA purchases medical care. The Chief Data Office (DATA) team is within the Clinical Quality and Care Transformation (CQCT) Division to provide data, analytics, and decision support tools to support HCA’s initiatives and programs. personnel work to provide data management, governance, and data-driven decision support applications to improve decisions about clinical quality and health care purchasing.

About the position:

The IT Data Management- Journey position reports directly to the Medicaid Data Management and Reporting Manager and works alongside a team of skill technical professionals. This position assists the team in reviewing design documents, identifying any potential issues, providing recommendations to implement the best technical solution, and executes ProviderOne release testing as well. The position contributes greatly to the overall data quality and integrity for both ProviderOne data warehouses, which are a critical source for operational, state, and federal reports, financial and clinical modeling, budget forecasting and clinical research. The position also works closely with business and technical staff and management throughout HCA to ensure data quality issues are fixed properly.

This position is eligible to telework and is typically not required to report on-site. Occasional travel may be required for the purpose of meeting with stakeholders or vendors.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Develop SQL to provide reports or data sets for HCA business areas, state agencies, Washington State Institutional Review Board (WSIRB), or Public Disclosure Requests (PDRs).
  • Design, develop and enhance business reports/dashboards using SQL Server Reporting Services (SSRS) and Tableau.
  • Work with business users and stakeholders to research and analyze data needs and able to translate business questions/needs into requirements.
  • Work with clients and end-users to understand, develop, design, build and maintain SSRS reports and Tableau Dashboards to fulfill business requirements.
  • Design, develop and maintain interfaces using SQL Server Integration Services (SSIS)
  • Identify and analyze potential data quality or other data warehouse related issues, conduct testing and verification of fixes made to the warehouses or the data that they hold. This also includes communication and coordination with the data warehouse vendors.
  • Conduct analysis on potential issues discovered by the Data Warehouse users and determine if a problem exists.
  • Works with vendors through daily or weekly meetings, frequent e-mail and help desk tickets, to solve complex system issues and problems.
  • Using SQL code, build scripts to test the defects fixed for each scheduled ProviderOne code release.
  • Works with project manager, business owner, business analyst and clients for gathering and documenting report or data pull requirements.
  • Develops detailed report specifications, tests, maintains, and enhances complex analytical and business driven reports or data sets using ProviderOne data, through one or both Data Warehouses.
  • Perform code review and peer review for other team members as part of the established Quality Assurance process.
  • Coordinate and work with vendors to get issues resolved through established ProviderOne defect resolution process. Also work with appropriate business analyst(s) or HCA business owners to determine resolution of the issue, which could include logging defects or service requests with the vendors.
  • Lead the maintenance and development of ProviderOne reports developed by ProviderOne vendors.
  • Manage job tickets using Online Ticketing Repository System (OTRS), JIRA, Clear Quest, Smarter Track, ServiceNow and other ticketing systems.

Qualifications

Required qualifications:

  • A bachelor’s degree or higher in Information Technology, or a closely allied field.
AND
  • Three (3) years (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications. A higher degree may substitute for one (1) year (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.
  • Two (2) years of experience working with a large data warehouse.
  • Two (2) years of experience writing SQL code, performance tuning.
  • Two (2) years of experience developing reports using Microsoft Reporting Services (SSRS) or equivalent software.
  • Two (2) years of experience utilizing testing methodologies.
  • Two (2) years of experience in interface development using SQL Server Integration Services (SSIS) or equivalent software.

Additional professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications may substitute year for year for the required education. Additional advanced education may substitute for one (1) year (full-time equivalent) of professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications.

Preferred qualifications:

  • Experience with the ProviderOne On-line system and data warehouses.
  • Experience with any helpdesk ticketing system.
  • Experience in creating reports using Tableau or similar BI tool software.
