The opportunity:

Under general direction of the Associate Director of Public Safety for Operations, the Community Resource Manager is an integral part of the support and resource network on campus and is responsible for building positive community relationships throughout campus as well as for responding to routine and emergency calls for service, conducting initial and follow up investigations as appropriate, responding to medical incidents and both fire and intrusion alarms. The Community Resource Manager is an exempt, benefits eligible, grade 7, salaried position.

Essential Responsibilities:

  • Conducts patrol on campus to ensure the security and wellbeing of students, staff and buildings.
    • Patrol the campus to deter criminal and traffic violations, detect safety hazards, facilitate the safe movement of traffic, detect and investigate criminal activity, and provide general assistance.
    • Enforce campus traffic safety and parking violations. Ensure ongoing security patrols of all college buildings, grounds and Crum Woods. Check doors and windows to ensure they are secured. Observe and report unsafe conditions.
    • Document complete and accurate reports concerning incidents and calls for service via computer software. Investigate and conduct interviews to gather critical information regarding criminal activity, vehicle and pedestrian accidents, complaints from community members, injured persons (i.e. Worker Compensation) and suspicious persons or activity. Conduct searches and identify evidence from crime scenes.
    • Assist the motoring public on campus as needed.
    • Conduct vehicle and bike patrols within college boundaries and shall remain on college property or as needed to assist local law enforcement adjacent to campus.
  • Responds to requests for assistance and emergencies
    • o Promptly respond to incidents and calls for service and take appropriate action as per the department’s Standard Operating Guidelines and Field Training program.
    • Provide escorts and protection as assigned
  • Oversee the efficient and effective operation of the multi-faceted Swarthmore College Communication Center.
    • Oversees personnel who receive incoming telephone calls while providing direction for outgoing calls that are not direct dial accessible.
    • Ensures that officers courteously provide information and assistance by telephone, radio or in person to faculty, staff, students, and visitors.
    • Ensure that supervisors are responding, assessing and ensuring that staff personnel are dispatched to a variety of routine and emergency incidents.
    • Participate in community engagement activities
    • Provide crowd control management duties at public events such as intercollegiate athletic events, protest demonstrations, cultural activities and scheduled public appearances by foreign and domestic dignitaries.
    • Control and direct motor vehicle and pedestrian traffic when large crowds attend special events.
  • Provide oversight to the front line supervisors
    • Ensure prompt response to building fire alarms (panic, sprinkler, or other) to determine if a problem exists or if further investigation is required while following department guidelines.
    • Ensure personnel respond to fire emergencies. Investigate and request fire department response following the Department’s Fire Incident Decision Matrix. Assist the fire department and provide vehicle and pedestrian traffic control. Inspect fire fighting equipment, conduct fire exit drills, and perform related duties with regard to the college’s general safety program.
    • Ensure personnel respond to medical emergencies, administer first aid and/or render assistance as needed. Request Emergency Medical Service response as required. Transport students and employees to the Health Center or health care facility as needed.
    • Ensure staff are performing continuous systematic patrol of the campus and routine building checks.
    • In the absence of the regularly assigned Communications Officer, the Community Resource Manager will ensure that communications duties are performed
    • Serve as the senior evaluator for the Field Training Officer (FTO) and oversee the program for all new employees and coordinate with the training committee and leadership team to ensure employees are trained and equipped to respond to incidents on campus.
  • Participate in the Community Resource Officer Program
    • Provide information regarding crime prevention, fire and safety with students, faculty and staff. Participate in the Community Resource Officer program.
    • Meet with Resident Assistants and students to discuss concerns, resolve individual and group issues consistent with the Department’s “Community Resource Officer” crime prevention and awareness program.
  • Investigative Functions
    • Conduct preliminary, supplementary, and miscellaneous investigations to solve crimes, apprehend criminals, provide victim/witness assistance and prepare case documentation using a trauma informed approach to victim/survivors.
    • Ensure that public safety personnel hold individuals and organizations accountable to department DEI standards, Student Code of Conduct Rules, Swarthmore College regulations, Pa. State Crime and Vehicle Codes through investigation, identification and/or detention of violators. Preserve the constitutional guarantees and safeguards of all persons. Physically detain persons when appropriate.
    • o Ensure that supervisors and all personnel prepare complete, concise and detailed reports concerning all criminal activity under investigation by the department. Interview victim(s) and witness(es) and assist them in preparing written statements of their observation and/or involvement. Ensure the confidentiality of all personal and/or sensitive information pertaining to incidents and investigations.
    • Establish and develop personal contacts within the college community to aid in crime prevention and detection efforts. Assist local law enforcement and other agencies with investigations as needed.
    • Ensure that public safety personnel protect crime scenes to prevent entry by unauthorized people. Supervise as required at crime scenes with photography, evidence preservation, measurements, etc. Maintain a chain of custody throughout any processing of materials, storage before and during law enforcement involvement.
    • Assist with execution of search warrants and criminal warrants held by local law enforcement agencies or as contacted for assistance by other agencies, in accordance with department and College guidance.
    • Testify before the Swarthmore College Student Judiciary Committee, Dean’s Hearings, District Court, Juvenile Court and the Court of Common Pleas.

  • Able to manage deadlines and pressure.
  • Handle disturbances and other potentially violent and difficult situations in a professional, safe, and calm manner.
  • Able to return calls from the department within a reasonable amount of time to assist with emergencies and staffing events that impact the operation of the department.
  • Excellent verbal and written communication skills, as well as de-escalation abilities.
  • Strong organization skills and the ability to multitask are essential.

What you bring:

Required Qualifications

  • Associate’s degree with five years’ experience in security, public safety, law enforcement, communications field, social work, or customer service or an equivalent combination of education and/or experience.
  • Familiar with CAD (Computer Aided Dispatch) programs.
  • De-escalation Training and strong customer service/communication skills are crucial.
  • A background and understanding of community policing concepts and implicit bias is a plus. Focus on the Five Cs of Effective Community Policing: communication, collaboration, care, concern and creativity.

Preferred Qualifications

  • Advanced degree,
  • PA Act 235 Certification or PA Act 120 Certification,
  • Experience in CPTED,
  • APCO Certifications,
  • Experience in higher education.

Physical Demands/Working Conditions/Environment:

  • Must be willing to work a variety of shifts when required occasionally on short notice.
  • Can be exposed to environmental factors such as inclement weather, extreme heat and cold, and hazardous materials. Required to be available to work during inclement weather or other emergency situations even if the campus has otherwise canceled operations and may be exposed to inclement weather for extended periods of time.
  • Must be able to walk, climb stairs, sit and/or stand for long periods of time.
  • Exposure to items such as loud noises, uncomfortable temperatures and physical effort involving standing and walking for extended periods of time.
