Job Description:
The Department for Medicaid Services, Division of Information Systems, Systems Management Branch is seeking a Business Analyst to work with the EVV Solutions in Frankfort, Kentucky. Specifically, as support for Client's EVV Solution for Personal Care Services (PCS) and Home Health Care Services (HHCS) used in conjunction the Medicaid Managed Information System (MMIS).
Primary Responsibilities include (but not limited to):

• Support the EVV Project Manager with day-to-day activities
• Serve as the subject matter expert (SME) for the EVV Solution
• Serve as the liaison between the EVV Solution vendor and the DMS policy staff
• Serve as a liaison between the EVV Solution and the MMIS Solution
• Lead and participate in JAD sessions
• Responsible for identifying, analyzing, and documenting functional and business requirements
• Responsible for change orders to ensure solution meets regulatory compliances and policy changes
• Manage deliverables, publications, and other documents in central repository
• Perform quality performance evaluations
• Perform quality assurance, such as User Acceptance Testing
• Assist with process improvements
• Manage solution defects to ensure they are addressed in a timely manner
• Analyze the EVV service data to help detect fraud, waste, and abuse in the program

Required Qualifications:

• Bachelor's degree or equivalent combination of recent, relevant work experience
• Proficient in Microsoft Product Suites (Word, Excel, and Visio)
• Prior healthcare experience
• 5+ years working in a Business Analyst position
• Possess strong written and verbal communication skills
• Proficient problem-solving skills
• Strong decision-making ability
• Must be adaptable to change in a fast-paced environment
• Must be detail-oriented
• Must be self-motivated and able to work independently and in conjunction with team members
• Ability to handle extreme workloads with general direction
• Strong understanding of the Software Development Life Cycle methodology

Preferred Qualifications:

• Experience working with Microsoft Azure DevOps and SharePoint
• Working knowledge of Medicaid Waivers Programs
• Prior experience with healthcare claims and payments

Job Type: Contract

Salary: $44.00 - $48.00 per hour
