Reporting directly to and receiving direction from the State Superintendent of Education while working closely with the Chair of the State Board of Education, coordinates planning and policy development for the Board. Works with agency senior leadership to plan and coordinate Board and committee agendas; works to provide leadership and advocacy for the Board within the agency and education community; coordinates Board members' outreach and activities to various stakeholders and constituencies; maintains confidentiality and discretion when conducting work that is often confidential and of a sensitive nature.


DUTIES AND RESPONSIBILITIES:

  • Under direction of the State Superintendent, works with members of agency leadership and the Board to identify issues.
  • Supports the Board in activities that will guide and further the mission and goals of the Illinois State Board of Education.
  • Maintains a record of Board actions.
  • Observes and maintains strict confidentiality.
  • Under direction of the State Superintendent, and in coordination with the Chair of the Board and committee chairs, works with agency leadership to develop Board meeting agendas.
  • Organizes, monitors and sets deadlines for submission of materials to the Board.
  • Writes, edits and tracks Board memos to ensure prompt development of agenda and that materials are ready for Superintendent and Board member review in timely manner.
  • Plans and organizes the logistics needed to support Board meetings.
  • Prepares motions and records votes in all meetings and serves as parliamentarian.
  • Attends State Board of Education meetings and maintains minutes.
  • Works with Board members to coordinate their activities in support of the Board's mission and goals.
  • In cooperation with senior leadership, coordinates development of briefing materials and talking points for Board members.
  • Works in coordination with the Agency's Legislative Affairs staff to develop the Board's legislative priorities and strategy to further the goals and mission of the Board.
  • Works with Agency Legislative Affairs staff to coordinate legislative visits for Board members.
  • Develops and maintains records of Board meeting actions for staff follow-up, monitors follow-up items for completion and reports back to the Board
  • Maintains State Board policy manual.
  • Coordinates Board correspondence.
  • Receives and filters Board constituent correspondence and coordinates responses.
  • Coordinates Board retreats and research for Board members as requested.
  • Supports efforts of the Board to function as a team and, subject to open meetings act and other legal requirements, facilitates communications between Board members.
  • Reviews and manages fiscal accountability of Board members and its operations.
  • Coordinates appropriate training and support for Board members.
  • Ensures Board members have appropriate technological resources and abilities to use them.
  • Coordinates new Board member training, as well as the ongoing training and development of Board members.
  • Actively participates in the National Council of State Boards of Education Executives (NCSBEE), which is a part of the National Association of State Boards of Education (NASBE).
  • Proactively makes travel arrangements and promptly processes expense reimbursement for all Board members.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree plus two years of relevant professional experience, an Associate's Degree plus four years of relevant professional experience, or a High School Diploma with a combination of six years of education, experience and/or training related to the duties of this position. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Knowledge of current issues and trends in education.
  • Ability to understand and interpret federal, state, and local educational policies.
  • Ability to coordinate staff and large meetings.
  • Ability to work with diverse members of a public body and skills to serve as the body's parliamentarian.
  • Excellent written and oral communication skills.
  • Excellent organizational and record keeping skills.
  • Understanding of the Illinois Open Meetings Act and Freedom of Information Act.
  • Travel for State Board meetings, NCSBEE/NASBE events, and any required Board functions.

PREFERRED QUALIFICATIONS:

  • Experience working in state government or a local education agency.
  • Experience in the legislative process and in working with constituents on behalf of officials.
  • Experience in education policy development and analysis.
