The Behavioral Health Crisis Systems Administrator is responsible for outreach and creating programs to provide statewide community-based mental health and substance use emergency services.

Examples of Work
Job duties include but are not limited to:

  • The position partners with other relevant professionals to innovate and monitor behavioral health hospital and emergency system program and services for the public and creates avenues for access so individuals are able to benefit from early intervention. This work can include evaluating community needs in order to create a robust behavioral health hospital and emergency response along a continuum of youth and adult services.
  • The position provides input into 988 and emergency services operations and budgets and monitors consumer experience and flow into and through the emergency system. This includes monitoring utilization of emergency protective custody and the mental health board system.
  • Federal and state partners have elevated the need for public mental health and substance use emergency systems to be prepared and optimized. Coordination of new emergency efforts such as 988 and BH Crisis Response is a priority going forward.
  • This position will be a key leader coordinating transitions between highest and most intensive levels of care, i.e. inpatient psychiatric service, the Regional Centers and subsequent discharges to community providers.
  • The position will also lead behavioral health disaster response including administering federal grants.

This position will function under administrative direction to oversee and manage the administration of the behavioral health hospital and emergency system and disaster response for the division which consists of multiple programs, such as 988 Behavioral Health Emergency System Program, PASRR, etc.; that are to be carried out in compliance with the applicable regulations and guidelines. This position will be responsible for developing, recommending, and implementing policies, procedure, and strategies as it relates to Behavioral Health Hospital & Emergency System. Other responsibilities include Regional Center bed allocation administration, Open Beds project management, Emergency Systems Transition Lead , and Mental Health Board Commitment Lead. This position will monitor the utilization of emergency protective custody and other hospital -based services as well as continually evaluate community needs and respond to changes.
Qualifications / Requirements
REQUIREMENTS: Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field.

AND

Two years of experience in a field related to the assigned program area including supervisory experience.

OR

A Master’s degree in any of the above mentioned fields.

PREFERRED:

Knowledge of and direct experience working in Nebraska's behavioral health emergency system and community based behavioral health system preferred.

Knowledge of the following:
  • DHHS - Division of Behavioral Health and Regional structure.
  • Budget development and monitoring.
  • Levels of Behavioral Health Care in the Nebraska Public Behavioral Health system.
  • Preadmission Screening and Resident Review (PASRR) federal legislation; purpose.
  • Mental Health Commitment Act (civil commitment)
  • Federal 988 legislation.
Knowledge, Skills and Abilities

Knowledge of: Federal and State laws and regulations relevant to the Behavioral Health Division (Behavioral Health Services Act, 206 Regulations, Mental Health Commitment Act preferred); Federal PASRR and 988 (Suicide and Crisis Lifelines) legislation; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices.

Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.

Ability to: learn, apply and interpret agency policies and procedures relating to areas of responsibility; identify and relate pertinent pieces of information to form conclusions; establish program objectives or performance goals and assess progress; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals or objectives; respond to changes in direction, priorities and agency values; perform high level analysis; apply principles of logic or synthesis functions involving planning and direction of interrelated activities in multiple departments; identify and integrate concrete and abstract variables to formulate approaches to major problems; exercise judgment, decisiveness and creativity in critical and/or unexpected situations; establish and maintain satisfactory working relationships with managers/administrators, community organizations and the public; plan, assign and supervise the work of others.
