Wadena County is hiring for a Jail Administrator I or II/PSAP Supervisor. The Jail Administrator/PSAP Supervisor is responsible to manage operations of the Wadena County Detention Facility and communications center providing a safe and secure environment for inmates and staff in compliance with all Federal, State and Local Statutes and rules regarding facility operations. Directly supervises Jailers/Dispatchers. Work is performed with considerable latitude for independent judgment and action in conformance with general and specific orders, laws, policies and procedures.


Staff Management Duties and Responsibilities

  • Manages staff including dispatcher/jailer. Manages recruitment and selection; conducts background investigations; recommends hiring and promotions; assigns job duties; reviews work; monitors and evaluates performance; develops and monitors performance improvement plans; schedules; trains; mentors; approves overtime and time off; and disciplines.
  • Identifies and implements staff development and training needs.
  • Interprets local, state and federal laws, policies, rules and procedures for staff.
  • Provides training to staff, other agencies, and the public.
  • Initiates and authorizes placement of letters or commendations in employees’ personnel files and nominates employees for achievement awards.


Administrative Duties and Responsibilities

  • Responsible for management of the 911 dispatch center.
  • Designated as Public Safety Answer Point (PSAP) supervisor: monitors calls for service that are created by the dispatcher; ensures all equipment is operational.
  • Responsible for compliance issues with applicable rules and laws that govern Minnesota jails, including preparing for yearly inspections by the Department of Corrections.

• Responsible for managing transports of persons in custody including criminal and civil commitment hearings. • Maintains relationships with partner agencies from the local, regional, and state levels.

  • Manages vendor contracts ensure proper implementation.
  • Assists with preparation, presentation and implementation of departmental budget.
  • Prepares a variety of reports, forms and other paperwork.
  • Performs computer data entry.

Additional Duties and Responsibilities

  • Attends training/educational sessions, meetings and seminars to maintain professional competence and required licenses/certifications.
  • Prepares and presents at staff meetings.

While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with the County.

Knowledge, Skills and Abilities

  • Knowledge of the policy and procedures of the Wadena County Sheriff’s Office.
  • Knowledge of jail standards, laws and statutes pertaining to jail operations and procedures.
  • Working knowledge of the criminal justice systems and impact on detainees and operations of the Detention Facility.
  • Knowledge of dispatch center operations and equipment.
  • Knowledge of modern personnel management practices.

• Knowledge of facilities management practices, health codes, building codes and procedures relevant to the Detention Facility. • Knowledge of Wadena County geography, street and highway system, and location of significant areas of attention.

  • Skill in self-defense and defending others in physical encounters.
  • Skill in monitoring staff and evaluating work.
  • Skill in overseeing the delivery of various services.
  • Ability to use computers and relevant software.
  • Ability to maintain effective public relations and deal with hostile or aggressive persons.
  • Effective communication skills, both oral and written.
  • Ability to be on-call and work extended hours as required.
  • Ability to set policies and goals for the department operations, with top management guidance.
  • Ability to perform work involving many complex and significant variables, requiring analytical ability and inductive thinking in adapting policies, procedures and methods to fit unusual and complex situations.
  • Ability to maintain effective working relationships with a wide variety of internal and external contacts to achieve organizational objectives.


Education and Experience

  • Six years of relevant experience.


Licenses/Certificates

  • Valid MN Driver’s License
  • Maintain First Aid/CPR Certification

  • Law enforcement equipment, including firearms, and handcuffs


Physical and Mental Requirements

This job typically requires: sitting, standing, walking, feeling, manual dexterity, driving, grasping, talking, hearing, typing, and seeing. There is exposure to computer keyboards and video screens. This position is moderate duty and may require the exertion up to 60 pounds of force.

Working Conditions
