DUTIES

Ability to work with the Utility Billing Program of the Munis System starting with setting up the monthly Bill Process Run. Once imported, is transferred to a Neptune Reading System for the Water Dept meter readers. Will work daily downloading, and reloading the Neptune readers until all readings are complete and information transferred back to the Munis system.

Work with the Charges Maintenance Program to enter new readings or estimate bills when no information is available. Recheck all work done to ensure residents receive proper billing and send letters to service meters and notify owners of high usages. Furnish Business Manager with ongoing reports, and monthly commitment to Comptroller/Treasurer.

Monthly billing of approximately 4,000 must be completed each month to set up next Bill Process and have available routes for meter readers in Neptune system.

Work with the City of Fitchburg and towns of Lunenburg (including billing for inter municipal sewer agreement), Lancaster, and Sterling with obtaining or furnishing proper information for water and or sewer billing and notifying out of town residents of potential service shut offs for water due to nonpayment.

Answer all resident calls regarding questions on water/sewer billing and work with them including furnishing abatement forms, appointments to check for possible water leaks, leak detector explanation, etc. Make appointments for shut offs, broken services, (we no longer do valve replacements) and bill all service calls appropriately and/or notify personnel on any emergency water related calls. Work with the backflow contractor and bill accounts with furnished information.

Maintain appointment calendar for Meter Installer and record all daily meter activity into the system including setting up new water/sewer and lawn service accounts. Maintenance of accounts including change meters, change meter heads, installation of radio read devices and the preparation of the radio read device log for the Water Department for a continued Radio Device Program.

Maintain charts and calculations of readings/charges for Cooling Towers for proper sewer adjustment billings.

Process water/sewer abatements as necessary.

Assist residents, realtors, and attorneys with financial information (final bill calculations) needed for real estate transactions.

Access specific information for engineers, developers, residents, etc. as requested.

Filing, communication with inter-office email, typing, mailing, faxing documents as needed.

Operate Microsoft Excel, Word, Outlook, Munis Water Billing System.

Update the DPW page on the city website when necessary

Keep up-to-date records of yearly and fiscal calendar totals of water/sewer usage, revenues, account totals, etc.

Be able to research ownerships, addresses through the Registry of Deeds and/or Assessors Records.

Daily delivery of inter-office mail to and from City Hall.

Maintaining office supplies and ordering as needed from Staples, Rogers Printing, etc.

Coverage of Permit Clerk Work including clearances for new services, and water/sewer permits, service renewals, trench permits, street openings. Notify proper personnel of any permit work taken out. Weekly turnover of all monies collected and deposited with the Treasurers Office. Assist with real estate transactions which include updating ownership in Munis System.

Annual Report Statistics (some of which are acquired from the permit clerk)

Proper ads for flushing and work with Water Quality Inspector on yearly Drinking Water Quality Report and distribution.

Maintenance of Neptune hand-held reading computers.

Answer for all Departments within the building when necessary to assistant residents with any issues they may have.

EDUCATION AND EXPERIENCE:

High school education plus one to three years’ experience in clerical, administrative, secretarial, record keeping or related field, or an equivalent combination of education and experience. Experience in a municipal setting and in dealing with the public strongly preferred.

KNOWLEDGE/SKILLS/ABILITIES:

Knowledge: Working knowledge of office practices and procedures, and office equipment. General knowledge of department rules and regulations.

Skills: Skill in typing and word processing. Skill in writing and composing memoranda and reports. Skill in typing and note taking. Attention to details. Good telephone skills. Excellent customer service skills.

Abilities: Ability to communicate effectively both orally and in writing. Ability to organize clerical records. Ability to handle multiple tasks efficiently. Ability to work without direct supervision. Ability to operate various types of office equipment including a computer and typewriter. Ability and skill in word processing, spreadsheet, and database applications. Ability to maintain accurate records. Ability to deal tactfully and appropriately with the co workers and general public and to assist others in an effective manner. Ability to maintain a calm and customer-friendly demeanor, even when working with difficult persons.

SUPERVISORY RESPONSIBILITY:

None

WORKING CONDITIONS/PHYSICAL DEMANDS:

Normal office environment, not subject to extreme variations of temperature, noise, odors, etc.

Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of paper, office supplies, and office equipment weighing up to 40 lbs.

May use computer keyboards requiring eye-hand coordination, and finger dexterity.

Pay: $52,560.00 per year
