Your Specific Responsibilities:

Responsible for directing the daily activities of the Billing Section. This includes billing Medicaid, Medicare, HMO, private insurance, County Health Departments, State agencies and other public or private clients through use of the H+Pro billing system in accordance with the monthly billing cycle and deadlines established by management. Ability to communicate effectively and proficient in the use of Microsoft Word, Excel and Outlook programs. Responsible for rebilling Newborn screening claims to Medicaid and other appropriate 3rd party payers. Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.


Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.


Incumbent of this position will train, coordinate and monitor work assignments for the employees assigned to this section. Motivate employees to improve the quality and quantity of work performed. Supervise the work of employees to ensure the maximum use of time and resources. Manage temporary staffing as required to meet section workloads. Work with Healhpac staff on billing system issues.


Assist with the management of the Newborn Screening Program third party biling process. Includes working with providers and insurance companies to resolve discrepancies and other billing issues. Oversee the processing of claims to the appropriate or contracted clearinghouse. Resolve claims errors to ensure acceptance by celaringhouse.


Develop policies and procedures to establish standard and uniform guidelines for billing purposes. Ensure good billing practices are followed and clients are provided with good customer service and proper documentation as requested. Remain current on knowledge of FLAIR, laboratory billing policies and procedures and CPT codes.


Work with insurers to resolve denials and ensure claims are filed in accordance with established procedures. Oversee the processing of the denial portion of the weekly Medicaid voucher and other third-party denials. Rebill NBS claims to appropriate payer.


Prepare reports for management, assist Administrative Services Director with special projects and coordinate efforts with other sections in the Billing department and laboratory. Responsible for the supervision of staff within the Bureau of Public Health Laboratories including appraisals, planning, and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions.


Performs other duties as required.

Knowledge of accounting principles, practices, and procedures.

Qualifications:

Preferred - Associate in Arts degree or above, 3 - 5 years of experience.
