Position Summary

  • The Wetlands & Water Resources Coordinator is responsible for wetlands and waterways permitting to support the Transportation Improvement Program and Capital Investment Plan through the planning, design, and construction of MassDOT Highway Division projects. This position will include working with staff wetland scientists / environmental analysts, project managers, engineers and other members of the Highway Division, and private sector consultants, to secure wetlands and waterways permits to meet the priorities and deadlines of the construction advertisement program. The position includes working closely with regulatory agencies on obtaining project specific permit clearances and ensuring interagency agreements performance measures are met.
  • The work associated with this position includes environmental impact analysis, permit application review and approval, field work such as wetland delineation and stream assessments, environmental stewardship, collaboration with internal and external stakeholders to develop innovative solutions to complex problems, and wetland permitting and stormwater management all in accordance with applicable laws, rules, regulations, standards and sound environmental science principles and practices. This position will also involve construction-period and post-construction compliance efforts such as reviewing mitigation monitoring reports and overseeing remedial actions to ensure compliance with regulatory performance standards.

Duties and Responsibilities

  • Serve as a wetlands & water resources reviewer, responsible for supporting the unit supervisor in the direct supervision and training of staff wetland scientists and ensuring Highway Division project compliance with applicable state and federal wetlands and water resources laws, regulations, and policies.
  • Review projects on the Department's Construction Advertising Program, assign projects to Wetlands staff, and ensure permits are identified, obtained, and processed in accordance with the priorities of the program by abiding by applicable federal and state laws, regulations, policies, and agreements.
  • Perform in-house technical services including preparation of accurate letters, reports and memoranda; wetland delineations; design review for wetland replication, stormwater management BMPs, and stream crossings; wetland functions and values assessments; and review of wetland monitoring reports.
  • Ensure accurate completion of wetlands and waterways applications, forms, and assessments.
  • Coordinate with consultants, other MassDOT Divisions and Districts, the environmental agencies, and the public.
  • Oversee consultant contracts by negotiating assignments and ensuring clear direction to consultants on MassDOT Highway Division and regulatory requirements.
  • Oversee wetlands permitting interagency agreements with regulatory agencies and ensure performance criteria are met.
  • Provides technical assistance, design reviews, and trainings to the Department on stream crossing design and fluvial geomorphology.
  • Conducts technical reviews of consultant scopes of work, project schedules, cost estimates, plans to identify potential environmental impacts and determine applicable permits, wetland monitoring reports and other construction-phase contract submittals. Provide advice on design issues and review of permit applications involving mitigation and avoidance of environmental resources. Coordinate with other environmental staff and Highway Division sections to solicit comments and identify permitting strategies.
  • Represent the Highway Division at Public Hearings, meetings, and conferences with Federal, State, and local officials, and maintain professional demeanor in representing the Division.

This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.


Qualifications

Minimum Entrance Requirements

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor’s degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
