ITA is seeking a Watch Analyst to join the team supporting DHS in Arlington, Virginia.
Responsibilities:
ITA International is seeking motivated and talented individuals who can offer the knowledge, skills and experience as a Watch Analyst at the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA).

CISA Central combines the watch and situational awareness capabilities of the National Cybersecurity and Communications Integration Center (NCCIC), National Interagency Coordination Center (NICC), and National Coordinating Center for Communications (NCC).

The primary place of performance will be on-site at a government facility located in Arlington, Virginia. Other places of performance may be required, including deployments to regional offices, depending on customer requirements.

As a Watch Analyst and team member, you will:

  • Monitor, collect, and evaluate open-source information such as social media, network news, websites related to critical infrastructure, official sources for all hazards cyber and physical information that may impact critical infrastructure.
  • De-conflict, organize and communicate information in written and verbal manner, which is clear, concise and efficient, to maintain a dynamic, comprehensive understanding of the current status of critical infrastructure as well as the cascading impacts of impacted critical infrastructure.
  • Generate reports or products as required and/or at the direction of the Federal CISA Duty Officer, Senior Duty, or Watch leadership.
  • Assist with the content management and maintenance of web-based information on Microsoft Share Point.
  • Assist in the development and maintenance of contact databases and provide documentation for all procedures and content management.
  • Develop, update, maintain all Watch-related concept of operations, Standard Operating Procedures, Operating Instructions, and any material for standardization of watch operations procedures and work-flows in accordance with DHS Planning Process.
  • Conduct an efficient shift turnover, annotating all reporting completed/in-progress, incidents completed/in-progress, updated requirements, processes and instructions, as well as any other guidance provided by leadership.
  • Shall be responsible for keeping government furnished equipment ready for telework.
  • Maintain relationships with inter-agency operations centers, the Sector Risk Management Agency (SRMA) as identified in the National Infrastructure Protection Plan (NIPP), Appendix B, and Presidential Policy Directive (PPD) 21, CISA organizational elements, and critical private sector partners, including Sector Coordinating Councils, Government Coordinating Councils, and private sector Information Sharing and Analysis Centers.
  • CISA Central is a 24 hours, 7 days a week operations center. You will be expected to work rotational shifts including holidays and weekends. Each rotation is approximately one (1) month. Eight (8) hour rotational shift Monday through Friday and twelve (12) hour rotational shift Saturday and Sunday.
  • There may be instances in which increased operational support is required which may increase the staffing level.

Qualifications:
Education:
  • Bachelor’s Degree in a related discipline such as Homeland Security or Business, or a combination of education and experience (Associate’s Degree with ten (10) years of relevant experience).
  • Requires an active TS/SCI security clearance, and with DHS fitness.

Experience:
  • Knowledge of National Incident Management System (NIMS) structure, emergency management operations and background knowledge of one (1) or more critical infrastructure sectors.
  • Broad expertise in research, analysis, and writing skills and be able to perform triage on questions, issues, or events involving the nation's Critical Infrastructures and Key Resources.
  • Experience/expertise in one or more critical infrastructure sectors (as defined by Homeland Security Presidential Directives (HSPD) -7 and the NIPP) and/or emergency management.
  • Have a minimum of five (5) years of related experience with at least one (1) year of specialized operations center experience.
  • Working in a 24x7 operations center.
