The City of Oxnard’s Wastewater Department is seeking a Wastewater Collections Operator
Under general supervision, performs the full array of duties assigned to classes in the Wastewater Collection Operator series including maintenance of the wastewater and stormwater collection systems and flood control facilities and systems; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; and performs related duties as assigned.

WHAT YOU’LL DO:

  • Operating or swamping on A combination truck
  • Operate and assist on video inspection units.
  • Setting up traffic control
  • Weed abatement on earthen channel
  • Catch basin, culvert and storm drain cleaning
  • Will be required to be on standby (on Call) also work in wet weather
  • Other related duties as assigned

Incumbents may serve as lead workers, assigning and monitoring the work of others

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Utilities Field Technician in that it performs skilled inspection, maintenance and repair work of assigned equipment.

WORK SCHEDULE: The normal work week is Monday through Thursday 6:30am to 4:00pm and alternating Fridays 6:30am to 3:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.


  • Performs skilled installation, maintenance, repair and/or replacement of equipment in assigned area of water distribution, wastewater collection and/or utility meter operations; may serve as a lead worker by assigning and monitoring the work of others.
  • Performs inspections of equipment, systems and work sites in assigned area; identifies issues related to equipment, operating processes, measurements, calibration and/or service quality; addresses issues by making repairs, recommendations, adjustments and/or referring complex issues to appropriate resource.
  • Organizes and maintains assigned equipment, tools, supplies and materials; maintains activity records, files and documentation related to assignment area.
  • Receives and responds to inquiries and information requests; provides general information related to area of assignment; refers specialized, technical requests to appropriate resource. Responds to emergency requests, as required.
  • Performs other duties of a similar nature and level as assigned.
Positions assigned to wastewater collection system may be responsible for:

  • Providing maintenance for wastewater collection, storm water and flood control facilities;
  • Operating or assisting in the operation of heavy equipment;
  • Opening and closing wastewater lines when necessary;
  • Performing concrete and other repairs;
  • Removing debris and cleaning catch basins, beaches and ditches;
  • Posting traffic control signs in work area when flooding occurs.

Minimum Qualifications

The following are minimum qualifications necessary for entry into the classification:

EDUCATION:

  • High School Diploma or GED
EXPERIENCE:
  • Three year of Wastewater or related utilities maintenance and/or repair experience
  • Basic knowledge and experience with most hand and Pneumatic tools is highly desirable
LICENSE/CERTIFICAT ION:
  • Valid California Class C Driver’s License with a satisfactory driving record.
  • First Aid/CPR and Self-Contained Breathing Apparatus (SCBA) certifications within one year of hire.
  • Possession of or ability to obtain Grade I Collection System Maintenance Certificate issued by the California Water Environment Association (CWEA) within 18 months from date of hire
  • Possession of a valid class "B" California driver's license with a tankers endorsement is required within 18 months of appointment. Class "A" California driver's license is desirable.
OTHER REQUIREMENTS:
  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation Time:
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.

Sick Time:
Full time employees accrue sick time at a rate of 3.70 hours per pay period.

Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.

Educational Incentive:
For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.

Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.

Deferred Compensation:
The City contributes 1% to a deferred compensation program.

Tuition Reimbursement:
Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.

Holidays:
The City observes 12 holidays per year
