Job Summary


The Vice President for Administrative Services plans, directs, evaluates, and provides oversight of Mesa Community College’s Administrative Services division, under the direction of President Robinson, and serves as a member of the College’s senior management team. The Administrative Services division at MCC includes Cashier Services, Fiscal Services, Human Resources, Information Technology, Maintenance & Operations, and Resources Management.

As a member of the President’s senior management team, the VPAS serves alongside the Senior Associate Vice President and College Student Affairs Officer, the Senior Associate Vice President and College Academic Officer, and the Chief Diversity Officer. Direct reports include an Administrative Associate Coordinator, two Associate Vice Presidents, Facilities Director, Police Commander, and a Program Analyst. The division constitutes nearly 140 staff total.

This position is a non-classified position that will have a contract. Any internal hires waive their rights to classified employment by accepting the position.

Essential Functions


30% - Collaborative Leadership: Fosters communication and collaboration, in a learning college model, with faculty and staff across the college and District to provide administrative support, development of operational processes and procedures that support integrated and strategic planning and organizational efficiency and effectiveness; represents and advocates for the College's institutional interests to external constituencies; develops, supports and maintains effective relationships with community partners; represents college interests within the Maricopa Community Colleges District councils and committees; acts as an advisor to the College community; inspires a diverse group of employees through mentoring, professional development, coaching, etc.; provides leadership, coordination and oversight for the college's Budget Development Steering Team (BDST), which encompasses strategic and operational planning in a shared governance model; engages and actively participates in Higher Learning Commission (HLC) processes; integrates student centered principles in decision making and actions; performs other duties as assigned by the President

25% - Financial: As an integral part of the college leadership team, plans, directs, and implements the financial and general operation of the college to include oversight of fiscal operations of the college, evaluation, forecasting and reporting on all budgets (operational, capital, auxiliary) status and cost/benefit analyses; collaborates with college community on development of additional revenue streams (grants, alternate revenue streams, etc.); provides leadership for and coordinates operational and equipment plan development, contract negotiations and monitoring, capital purchasing; ensures compliance with regulatory agencies' requirements and Maricopa County Community Colleges District Policies and Procedures; directs the development and implementation of a long term financial plan

15% - Operations: Provides senior-level leadership and direction to support the college's mission and goals; provides leadership, oversight, and general direction for the college's Administrative Services functions including Auxiliary Services, Business Services, Facilities Planning and Management, Human Resources, Information Technology Services, and Campus Police; provides leadership and oversight for the development and implementation of safety, security and emergency management plans; serves as college representative in working with vendor agencies; hires, directs, and evaluates management and professional staff

15% - Technology: Provides oversight for information technology at the college, including leadership of the College Technology Services staff, projects, budget, and strategy using data informed analysis; collaborates on district-wide initiatives; provide vision and guidance to support the college mission and strategic priorities

15% - Facilities: Directs the development and implementation of the College's long-term facilities master plan; directs the preparation of the general bond capital development plan, applies practices to ensure facilities support student learning and success; provides leadership for and coordinates development and implementation of policies and procedures for maintenance, operations, and community/personnel use of the physical facilities and grounds; provides oversight for the planning and implementation of capital improvements, OSHA, construction, remodeling and facility sustainability; coordinates specification writing, bid solicitations, writing and proposal evaluation; works closely with MCCCD facilities, planning and development staff on construction projects

Minimum Qualifications


  • Master’s Degree from a regionally accredited institution in business, finance, accounting, or related field.
  • Four years of progressively responsible management and/or leadership experience in a related field that includes two years of supervisory experience.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

  • Experience in a community college setting or in a complex system or multi-campus environment.
  • A broad range of fiscal and operational management, particularly experience with those units overseen by the VPAS.
  • Demonstrated ability to communicate complex financial information clearly for diverse audiences, both orally and in writing; experience with state funding.
  • Demonstrated commitment to continuous data-driven improvements and evidence of entrepreneurial thinking that leads to new strategies and innovation.
