Located in the heart of North Carolina’s Piedmont, Rowan County is attractively and conveniently nestled between the state’s largest city and its Capitol. Rowan County is made up of more than 20 departments and nearly 1,250 employees that are committed to providing a wealth of services to County residents and businesses.

Rowan County is currently seeking applicants for the position of Veteran Services Officer to perform responsible administrative work involving the various Veteran’s programs including but not limited to: counseling and advising clients about veteran’s benefits; determining eligibility for veteran’s benefits and assisting veterans, widows of veterans, and children of veterans in preparing applications to the Veterans Administration and NC Division of Veterans Affairs; releasing documents with personal identifying information (PII) and personal health information (PHI) in accordance with HIPPA, federal, state, and Veterans Benefit Administration regulations regarding privacy and standard operating procedures; assisting veterans in completing claim forms and clarifies various claim problems by contacting federal and state veteran agencies representatives, discussing the problems and resolving the problems; processing vehicle license plate, hunting and fishing license, and property tax exemption service requests; and attends various veterans organizational meetings; and prepares and maintains a variety of records and reports.

Requires an extensive knowledge of HIPPA, privacy laws, federal and state policies, procedures, and regulations pertaining to the various veteran services programs; thorough knowledge of resources available for assistance to veterans, widows of veterans and dependents; ability to exercise judgment and discretion in applying and interpreting federal and state policies relating to veterans; skill in the use of various computer software; the ability to communicate effectively both orally and in writing; and the ability to establish and maintain effective working relationships.

Minimum qualifications include a Bachelor's Degree in Business Administration, Public Administration or a related area and two years of public contact and clerical/administrative experience; or an Associate’s Degree in a related field and four years of public contact and clerical/administrative experience; or an equivalent combination of education and experience. Possession of N.C. Department of Military & Veterans Affairs accreditation is required. PC skills and a valid driver’s license are required. National Association of County Veteran Service Officers accreditation and Veteran Support Specialist preferred. Veteran preferred. All degrees/coursework must be from an appropriately accredited institution.

Starting Salary $41,500 - $45,600/annual (commensurate with experience) and excellent benefits package available. Benefits include health, dental, vision, retirement, 401K, flexible spending, paid holidays, employee discounts, and more.
