This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Summary:
The successful candidate will function as a Training Administrator to support the Training Branch performing a broad range of tasks to develop and maintain training materials, systems and processes while leveraging effective communication skills and working relationships with management and employees across the mission areas. This position reports to the Training Branch Manager and supports the Training Branch by performing such duties as:

Job Duties:
  • Responsible for developing, deploying, and maintaining computer-based training courses.
    • Uses industry-standard techniques and technical elements which includes, but is not limited to photography, research, course scripts, video, simulations, and voice recording.
    • Develops, revises, and maintains Workforce Development and Workforce Qualification computer-based training courses on a scheduled basis in coordination with the Training team and appropriate Subject Matter Experts (Safety, Health, & Environmental, Mission Support, etc.).
    • Ensures training courses meet applicable AEDC standards and requirements.
    • Responsible for facilitating training courses and deploying training content.
    • Meets with Safety, Health & Environmental and Mission Support regularly to coordinate and address training requirements.
  • Responsible for maintaining, revising, and developing Workforce Qualifications in coordination with identified teams of Subject Matter Experts and managers across the mission area to meet training requirements and needs.
    • Maintains Workforce Qualification database through regular input, auditing, tracking, and reporting of data and other project milestones.
    • Maintains Workforce Qualification site.
    • Monitors Workforce Qualification syllabus progress and activity.
    • Tracks, monitors, and reports Workforce Qualification currency monthly.
    • Proctors Workforce Qualification exams.
    • Reviews Workforce Qualification packages and materials on a scheduled basis in coordination with Training Team and appropriate Subject Matter Experts.
  • Administers and maintains existing Training systems and processes; supports methods to improve Training services and systems with a focus on quality, continuous improvement, and customer service.
    • Maintains Training SharePoint site.
    • Maintains Skillsoft access and content.
    • Maintains, tracks, and reports Learning Management System data, including training assignments and completions.
    • Coordinates with Skillsoft & other vendors for content evaluation and application support.
    • Develops, writes, revises, and implements training materials and processes.
    • Organizes and Maintains training file directory.
    • Facilitates classroom training sessions on a variety of topics, including Temporary Construction Workforce New Hire Orientation.
    • Performs application administrator functions and coordination for use of software applications and other technology utilized in the delivery of training (Webinars, Microsoft Teams, various training software and learning management systems).
    • Coordinates with Subject Matter Experts, Managers, & Vendors for training delivery and scheduling.
    • Manages Training Kiosk & classroom areas, providing customer support.
    • Communicates effectively across the TOS contract.
    • Supports internal and external audits and assessments.
    • Responsible for special assignments as required.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Performs other related duties as required.
Basic Qualifications:
  • Associate’s degree in a business, education, administrative, or technical area and 0-2 years of experience. Two (2) years of experience can be substituted for Associate’s degree with an additional 2 years of experience for a total of 4 years of experience.
  • Current U.S. Citizenship required.
Preferred Qualifications:
  • Bachelor’s Degree in Computer Science, Information Systems, Education, Business Administration or other related degree and 1 year of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling 5 years.
  • Three (3) years of demonstrated experience with enterprise software applications, such as PeopleSoft, and/or programming (especially with AEDC applications and other related programs).
  • Two (2) years of demonstrated experience with Learning Management Systems and/or e-Learning course development software such as, Lectora, Articulate, Adobe Captivate, etc.
  • Ability to work self-directed with limited daily oversight in performance of Training Administrator duties, including working towards specific objectives as requested.
  • Ability to communicate clearly and effectively (verbally and written) with the AF, other contractors, all levels of TOS contractor management, engineers, craft supervisors/superintendents, craft personnel, and other personnel in the workplace.
  • Demonstrated ability to develop and maintain websites and web based applications.
  • Demonstrated capability with PC systems, Microsoft Office software applications, including Email, Microsoft Word, Microsoft Excel, Microsoft Access, Visio, Primavera, etc.
  • Demonstrated commitment to safety, teamwork, motivation, and organization.
  • Demonstrated experience in Education methodology, preferably Adult Education.
  • Demonstrated experience in electronic/virtual training course development, preferably for Adult Learners.
  • Possesses critical, independent thinking, and problem-solving skills.
  • Possesses high-level organizational skills.
  • Possesses excellent oral and written communication skills.
  • Skilled in preparation of written communications, oral presentations, and technical writing.
  • Skilled in instructional system design.
  • Ability to work within assigned teams with limited supervision, exercise independent judgement and decision-making, take initiative to resolve issues, and support team success across the company.
  • Must possess skills regarding the application of standard training techniques, processes, procedures, and criteria in carrying out mission critical training-related tasks.
  • Demonstrated experience in organizing and maintaining file directories.
  • Demonstrated experience with reporting tools and managing data.
  • Possesses ability to prioritize current and new work, managing both efficiently.
  • Proficient in Microsoft Office applications and AEDC enterprise software applications (PeopleSoft, Oracle BI, Oracle WAM, etc.).
