Vighter LLC is seeking a Subcontractor Administrator. The Subcontract Administrator works on the entire subcontracting life cycle from pre-award planning through administration and closeout. This Position will require working as an integrated member of the project team managing subcontracting activities, including subcontract terms and conditions negotiations for award. It entails direct client interface and working in a home office environment. The position will report directly to the Chief Operating Officer.


MISSION

CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners), clinical support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants), and other support staff (Patient Safety Risk Managers and Electronic Health Records Specialists). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. OCMO is committed to ensuring a system of care that is ethical, responsible, and accountable through surveillance and monitoring activities that are in place.


Basic Requirements

  • At least 5 years of direct experience managing subcontracts of moderate complexity
  • Experience in government contracting, experience with Department of Justice (DOJ) strongly preferred
  • Familiar with Small Business subcontracting (HUBZone, 8a, SDVOSB, WOSB, etc.) needs and requirements
  • Familiar with relevant laws, regulations, terms, conditions, and policies governing Federal Government contracts, including FAR, DFAR, and Cost Accounting Standard (52.222-42/FAR 8.4)
  • Strong experience supporting SCLS service contracts and equitable adjustment requirements, and Small Business Contracting plans
  • Familiar with Deltek Costpoint
  • Familiar with T&M, IDIQ Contracts with complex task orders and Fixed Price contracts
  • Demonstrated progressive experience with increasing levels of responsibility throughout the supply chain
  • Excellent written and oral communication skills
  • Strong organizational skills
  • Strong Microsoft Office skills (including Outlook, SharePoint and Word)
  • Advanced Excel Skills to manipulate reporting data and create formulas


Education/ Training

  • Bachelor's degree; additional work experience and/or relevant certification (CPCM CFCM, CCM, etc.) may be substituted for degree
  • Technology and business analytical skills
  • Good written and oral business and technology communication skills
  • Ability to work as part of a team, strong interpersonal skills


Duties and Responsibilities

  • Supports Contracts Manager with recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
  • Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
  • Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
  • Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
  • Ensures that subcontractor files are maintained and updated that are to include invoice auditing and monitoring records of payment.
  • Performs change management, performs claims avoidance and management, hosts weekly subcontractor meetings, ensures meeting minutes are produced and properly distributed, performs subcontract closeout actions, completes file documentation, forwards subcontract files to storage and ensures retention policy is in place for project files.
  • Supports the Contracts Manager with the administration of all contracts, reporting, tracking progress, payment via company systems and close out.
  • Serves as liaison between subcontractor and construction team.
  • Performs other responsibilities associated with this position as may be appropriate.


Supervisory Controls

  • Works under the administrative direction of the Chief Operating Officer
  • In this position, the employee will serve as a contractor to the federal government and does not have any federal authority or rights.
